Specific Objectives
- Strengthening the network of Foresight institutions in Enlargement Countries and link it up with similar EU wide network.
- Increase the mobility (and training) of Foresight experts from candidate countries;
- Performing studies of specific challenges relating to socio-economic, political and technological development issues and its impact on S&T policy;
- Prepare jointly with project 69 (the Futures Project) a new long term 2020 project which would include Enlargement countries.
Planned Deliverables
- The diffusion and communication of the results of the Enlargement Futures Project. The Unit members will organise and participate in seminars and workshops in Candidate Countries, EP and EC services to diffuse the findings of the projects. This action should try to achieve a level of awareness of policy makers similar to the one achieved by the Futures project;
- Second phase of the Enlargement Futures Project. In depth study of two or three challenges identified at the Bled Forum (to take place in December 2001). Candidate issues for this challenges are: Enlargement and the Information Society (in joint venture with the e-Europe initiative of DG INFSO), Science and Society (to be developed jointly with DG RTD). Both activities will be of a horizontal nature and thus be developed together with other IPTS Units;
- Preparation of a new Futures Project: Futures 2020. Start the preparatory work for a new IPTS wide foresight initiative on the challenges and shape of the EU after the current Enlargement (EU28+). IPTS wide activity with a major contribution from Enlargement countries.
Specific deliverables to DGs:
Presentations to different Services of the results of the Enlargement Futures project on the following issues:
- Economic transformation in PACs;
- Knowledge, technology and learning capabilities;
- Societal Change and Employment;
- Environmental Sustainability and Natural Environment;
- Information and Communication Technologies and Enlargement;
As a result of the integration of the closure of the Knowledge and Skills project which has been integrated in this project IPTS will finish the EPUB STRATA Socio-Economic Evaluation of Public RTD Policy (DG RTD) initiative with the following deliverables and publications in 2002:LLthe publication of a book with the results of the first phase of the project.
Finishing the Toolbox for evaluation (includes publication).
Final Conference
As a result of the research:

Summary of deliverables made by: 31/12/2001
- Set-up and organisation of the first meeting of the High Level Steering group of the Enlargement Futures project (February). The group discussed and provided the main guidelines for the project.
- Set up and work of 5 experts panels on the following issues:
- Economic transformation in PACs,
- Knowledge, technology and learning capabilities
- Societal Change and Employment
- Environmental Sustainability and Natural Environment.
- Information and Communication Technologies and Enlargement

Summary of the project
The European Union decided in 1997 to begin negotiations of Accession to the EU with six candidate Countries. In December 1999 it extended the number of countries to 13 (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic and Slovenia as well as Cyprus, Malta and Turkey). Enlargement of the Union is possibly one of the biggest political, economic and social challenges which the European Union is facing in the next decade.
The IPTS designed its Enlargement Project as an instrument for improving the level of information about the pre-accession countries in the European Commission and for strengthening co-operative activities between the EU Member States and the Candidate Countries as well as among themselves. The focus of the project is to strengthen foresight as a policy instrument in Candidate counties creating networks and developing joint foresight activities.

Rationale
The project started in 1999 with, as main objective, to stimulate the networking between Foresight institutions. This activity was continued over
2000 with a series of seminars aimed at exchanging best practices in foresight activities between EU-15 Member States and Pre-Accession Countries (PACs).
This activity has helped to raise awareness in several countries that in their turn are initiating national foresight activities and projects. At a High level Meeting in Tallinn (September 2000), participants from PACs suggested IPTS should launch a major foresight exercise, very similar to the Futures project, with as aim to identify the common challenges to the enlargement process over a time horizon of 2010. The project was started in 2001 and the results of its first phase were presented at Forum Bled (December 2001). In 2002 the project will continue along three lines of activity. An activity of diffusion and communication of the results of the project. A second phase of the project which will deepen some aspects of it. The preparation of a new Futures project (2020), which considers the whole of the EU as it, might look in the next decade (EU 28+).
