The main aim of SAFEMODE project is to develop a novel Human Risk Informed Design (HURID) framework in order to identify, collect and assess Human Factors data. Such data will inform risk-based design of systems and operation related to the aviation and maritime sectors.
SAFEMODE is the largest EU cooperation initiative between aviation and maritime on the critical topic of Human Factors Risks.
SAFEMODE will have a worldwide impact on safety by involving partners from Russia, China, Indonesia, Philippines.
Currently, both the maritime and aviation sectors lack a systematic approach to collect and assess Human Factors information, in normal and emergency conditions as well.
To overcome this gap, SAFEMODE investigates past safety occurrences and data from everyday operations, addressing the following key question “How to capture data on human elements, and on their interaction with the other system elements, to enhance safety in maritime and aviation operations?”
The main results delivered in the first 18 months include the following:
- A unified Taxonomy between aviation and maritime to analyse safety occurrences, creating a platform for cross-domain learning from incidents,
- Design and development of the SHIELD Database to collect data and identify top risks,
- Joint exercise between aviation and maritime, populate the database with safety occurrences provided by SAFEMODE partners and public data repositories,
- A harmonised Toolkit of HF methods, techniques and models,
- Application of the HF Toolkit in the Case Studies, involving different Partner organisations, with different levels of HF expertise and experience,
- Risk Models being developed for top risks in Maritime and aviation,
- ‘Human error’ being quantified in the risk models,
- Just Culture and Learning approaches are being explored in Maritime, to see what can be learned from Aviation,
- Creation of online repository of HF knowledge and best practices, named SeaBrary, to escalate the impact and increase awareness,
- Design and organisation of human-in-the-loop simulations to study specific cases and emerging risks,
- Effective cooperation between modes across all the activities,
- Successful engagement of external stakeholders and EU safety agencies,
- Definition of the high level design framework HURID, for continuous improvement and HF integration into design.
By the end of the project, SAFEMODE will advance the state of the art by:
- User-driven definition of the SHIELD Open Repository: SHIELD will integrate the analysis of Human Factors, contextual elements and typical scenarios, serving as a consultation tool for designers and risk assessors.
- Text mining on existing databases: SAFEMODE will test and select best-in-class techniques for systematic analysis of existing incidental databases and reports therein.
- Customisation of HURID to different users: HURID will be validated with a variety of end-users, to ensure acceptability and suitability across a large range of local, organisational and environmental constraints.
- State-of-the-art tools and methods for monitoring and assuring Human Performance.
- Human Factors-informed Risk Based Design Framework, to support optimised safe system design and an effective regulatory framework.
- Establishing a framework for Human Factors risk, allowing the human contribution to failure and success to be documented and assessed quantitatively.

The impact at the end of the project includes:
- Providing a cross-industry approach for the capture and analysis of safety events,
- Providing a finite series of risk models for key safety events that allow human actions to be understood in relation to an incident,
- Allowing designers to understand the potential impact of their design on human performance,
- Enhanced international cooperation on HF, indluding EU, Brasil, Canada, China, Indonesia, Malaysia, Philippines, Russia, USA, UAE.
