As indicated in the JHR Consortium Agreement the operation of the reactor will be based on 4year Reference Operation Plans ROP establish by the project leader and validated by the JHR Governing BoardThis first ROP will be build considering a limited number of available experimental devices and will firstly consist of precise characterization of each experimental location thermal and fast neutron fluxes gamma heating in order to validate the performances of the reactor and start first experiments on fuel and material by benchmarking with previous reference experiments performed in other MTRsThe continuation of the preJHR International Joint Programs performed under several frameworks such as Euratom next Horizon Europe andor OECDNEA ones that will start in the beginning of the next decade will be setup in the JHR using the brand new experimental devicesThis task will be dedicated toGovernance model for managing the first programs getting first feedback to propose optimization of the business case for the next ROP Resources analysis providing information on the available and foreseen technologies in the JHR giving guidance for the development of new experimental devices using first operation feedbackCost breakdown model giving the basis for evaluating the individual cost of each experimentThe results of this task will be combined with the prioritisations done in WP1 leading towards Roadmap4 ie the Roadmap for the first four years of operation

Draft synthesis report on prioritising the needs for the material and fuel studies and technology qualification, calibration and testing (M5) (CEA) • Summary the latest information provided by the JHR consortium concerning the devices, irradiation locations, PIE facilities and transport capabilities predicted to be available during the first four years of JHR operation including also the quality management point of view (CEA). • Priorities of the nuclear material community (EDF); mapping of the industry and research needs towards current usage of nuclear materials as well as the proposal of experimental program with use of MICA type of devices. • Priorities of the nuclear fuel community (CVR) mapping of the industry and research needs towards current usage of nuclear fuels as well as implementation of the new type of fuels and claddings, with the proposal of experimental program by using MADISON and ADELINE devices. • Qualification on the existing technologies (CEA) preliminary planning of the qualification, calibration
