ACROSS THE BORDERS EATMS EFFECT

Obiettivo

The purpose is to carry out an assessment of the interface effects at the ECAC b orders deriving from EATMS implementation, together with the identification of s ome possible technical and operational solutions to any problem discovered. Desp ite many efforts to harmonize and integrate continental European ATM, it is like ly to happen that several factors will keep it as on interconnected system, form ed by dissimilar elements. In fact, there is probably just one realistic option towards the development of continental ATM: evolution along different paths and at various speeds under the responsibility of each individual State. The overall capacity of the entire system will be limited by the lowest capacity area in th e system, as a peripheral states capacity shortage will deny access to the traff ic originating from the centre of the continent. The airspace capacity level of ECAC border States along routes connecting European Union crucial transport mark et (America, Africa, Far East) shall be considered of vital strategical interest . The common features, on the basis of which groups of countries could be define d similar, allow to denote those homogeneous areas whose interests, constraints, technological state of the art and users operational matters and requirements a re analogous. The stakes of this game are represented by the possibility of opti mising investments and results in terms of capacity on providers side, and trans port links development on users side. The 2 greatest air markets are America and the Far East, and European airlines have to compete there. The demand for incre asing number of flights on routes to and from such regions will explode far beyo nd the actual capacities already limited in the core area.

The "homogeneous area" concept has been defined in an international assembly (Vienna 1994) to mak e it clear that the continent, at least for a certain period, will be formed by groups of countries showing the same geo-technical-operative model and similar n avigation demands from the users. Possible results of different ATM systems and operational plans, with appropriate interfaces and solutions, where necessary, a re objectives of this study. Data Link and Automatic Dependent Surveillance, on satellites or on VHF channels, either "on contract" or "broadcast", show up as v ery promising integrative and substitutive schemes within the various CNS pictur es. At least in those areas, homogeneously categorised, where geo-economic eleme nts do not allow for alternatives, as overflying of large sea stretches (Ocean, Mediterranean) or wide deserts (North Africa) or long corridors (countries of th e Eastern Europe) where traditional ground based technologies seems disadvantage ous and inconvenient. A further aim of the study is to provide for the theoretic al base needed to carry out tests and trials in the different homogeneous areas on the basis of the prevailing technical-operative characteristics and user dema nds. Within its scope there is also a contribution to the need to co-operate to adverse effects mitigation and barriers surmounting through a flexible approach for the realisation of an integrate network of air traffic management. Compatibl e systems are essential for the interoperability, interconnection, accessibility of the different ATM systems to improve safety, capacity reliability and qualit y of the air transport.

It wi ll consider Report studies of EATMS, ADORA, FARAWAY, FACTOR as well as ICAO Regi onal and some key States National Plans. Could be of interest for TEN and as a b asis to establish cooperative strategies with other transport modes.
