Experience curve : a tool for energy policy programmes assessment (EXTOOL)

Obiettivo

Objectives and Problems to be solved:
EXTOOL analyses the development of the experience curves methodology and the use of the experience curve as a tool for assessment of the impact and the cost effectiveness of different energy policy programmes. Such a development of the experiences curve methodology would make it possible to accomplish comparative analysis of different energy policy programmes. The project is based on case studies of wind power and the analysis of cost reduction due to different wind policy programmes. EXTOOL should, however, be seen as a development of a methodology relevant for the assessment of energy policy programmes in general. The case study of wind turbines will illustrate the advantages and disadvantages, the potential and limitations of using experience curves as a tool for energy policy programmes assessment. Description of work:
Experience curves will be developed for wind turbines produced and wind turbines installed in Europe. These experience curves will be used to measure the impact and to assess the cost reduction effected by the different energy policy programmes. Each policy programme will be analysed in relation to how the programme has effected technology development (a push-effect on the experience curve) and market penetration (a pull effect on the experience curve), and how this have effected the ride down the experience curve and the observed cost reduction. The ride down the experience curve, and the observed cost reduction, will be analysed in relation to other sources of cost reduction. Second, the effect on the experience curve itself will be analysed in relation to different policy programmes, e.g. whether policy programmes such as market incentives limit cost reduction and whether market incentives jeopardise technology quality and further market development. The experience curves will also be used to assess the policy programme investments in relation to the theoretical required cost identified by the experience curve. Expected Results and Exploitation Plans:
The development of the experience curves methodology as a method to assess energy policy programmes would make the development and deployment of new energy technologies more efficient. The project will also provide a base for EU decision-makers to construct more efficient policies. This in turn could accelerate the implementation of renewable energy, which is essential for the fulfilment of the EUs Kyoto commitments. The results of the project will be disseminated through a report and a workshop, and additional dissemination will include publication in scientific journals, participation in European conferences on renewable energy technologies, and the development of a web site.
