Summary: The final report of DTCS has been designed to become a book published by an international publisher. The book will cover the methodology developed in the project, the results of the case studies, and the policy implications.
Summary: The DTCS project has produced a series of guidelines and methodologies for the evaluation of transport policies ( but also other policies) with a strong spatial component. Guidelines and methodologies can be assembled in a policy evaluation manual which supports practitioners in all stages of policy evaluation when: - the effects of a policy are spatially distributed - there is a large number of policy actors and stakeholders who simultaneously evaluate the policy proposal; - the perspectives of these actors do not coincide; - the information they require for the evaluation is not the same for all actors. - there is a potential for conflicts between actors. The manual should be organized into a series of independent "policy evaluation chapters" which support each part of the policy evaluation process. For each chapter (eg. Structuring the objectives of a policy actors), the manual could provide: - the objective of the chapter (eg. What does structuring mean?) - what is the input necessary to perform the operations (eg. Direct interaction with policy actors, by means of interviews, focus groups, etc.) -what are the tools which can be used (eg: from 1 to 3 interviews, each one lasting about 1 hour) -tips for correct implementation (eg: how it all works in practice (eg: a videotape of a structuring session) - multimedia support, which shows how it all works in practice (eg: a videotape of a structuring session)
Summary: The DTCS project has produced a prototype software for the analysis of transport policies and spatial conflicts. The software is currently implemented in a spreadsheet but the design is suitable for the development of a specific application. The exploitation aims at the development of a module for policy analysis which can be linked to commercial GIS software. The added value is that it complements GIS functionality with decision support functionality and allows the user to input subjective judgements and evaluation norms to assess the attractiveness of the impact profiles of a policy measure. The result would become a group Decision Support System (DSS) which integrates multicriteria analysis and GIS. This is an integrated platform for impact assessment and evaluation form different spatial perspectives (eg the analyses of impacts from the perspective of a local community) and different spatial scales (eg the assessment of a policy from the national and regional perspective). The software is particularly suitable for integration with vector GIS. At present: - there is a clear demand for integrated GIS and DSS - there is no commercial GIS which integrates multicriteria analysis and spatial analysis. - there is no Decision Support system that addresses spatial conflicts. The software could be a self standing package or be designed as an add-on to a commercial GIS. The development of the software requires a rather modest investment (ranging from 150.000 ECU to 400.000 ECU depending on the design on the design and capabilities) and could be completed in a short time (from market analysis to marketing in about 1 Year).
