Environmental indicators for sustainable agriculture in the European Union

Obiettivo

The purpose of the ELISA (EnvironmentaL Indicators for Sustainable Agriculture in the European Union) project is to compile, analyse and synthesise existing scientific information on the actual and potential role of indicators for monitoring agricultural land use practices at the European level while giving special attention to sustainable principles and adequate policy implementation.

The underlying motive for this project definition is to provide institutions such as European Commission and the European Environment Agency (EEA) with more adequate tools for
(1) measuring the impact of agriculture on the environment and
(2) monitoring the effects of existing and future agri-environmental measures.

In recognition of the complex and interactive mechanisms that characterise environmental processes, international institutions such as EUROSTAT, the EEA and OECD have started recently to apply Driving ForceState-Response Frameworks (DSR). By being strongly based on environmental indicators, the emerging DSR models point at the need to increasingly apply existing as well as new indicators.

The aim of this proposal is hence to investigate how current indicators relate to the DSR Framework, which functional links between the different environmental themes require special attention, and which indicators need to be added in order to make DSR Frameworks operational for environmental reporting and policy implementation.

The ELISA project is designed to generate the compilation, analysis and synthesis of existing scientific information through the implementation of two major international workshops (project partners and EU institutions) as well as one Internet conference with the participation of a wider scientific audience. The goal is to test an initially drafted initialframework (Workshop 1) in order to develop an advanced integratedframework for the use of environmental indicators in support of agri-environmental reporting and policy implementation (Workshop 2). One of the key activities of the project is close cooperation between partners and the establishment of cross-links between functionally related disciplines in order to ensure a high level of policy relevance and integration. The results will be documented in proceedings and on the Internet.

Because of the complex interaction between different agri-environmental issues, the ELISA project is strongly based on a multi-disciplinary approaches involving a wide scope of scientific fields such as biology, hydrology, eco-toxicology, pedology, landscape ecology, climatology and agronomy. Although indicator models are already in use for a number of classical environmental themes (e.g. air emission, water quality, etc.), recently emerging issues such as biodiversity and landscapes are only poorly incorporated and require better means for describing their state and trends. ELISA is specifically targeted to improve knowledge about the most undeveloped fields in the current DSR frameworks and to identify adequate indicators for their long-term measurements. Other important aspects with regard to sustainable principles are questions of scale and spatial references areas to ensure sufficient validity of the indicator models.
