Obiettivo
The main objective of the project aims at analyzing the communal ownership as backbone of the development of depressed rural zones. Thus, the study of the European Union policies with greater impact on these espaces is decisive to reach our goal. Empirical evidence will be presented in particular, in order to adapt the aforementioned policies to the observed areas Galicia, Northern/Central Portugal and Scotland (Highlands), all among the zones wich have been declared by the European Union as number one objectives; the first ones are representative, in general terms, of the prevalence of a rural zone pattern in wich the small pesant property coexists with wide territories that are still ruled under a collective or a communal type of management; the last is characterized by large sporting estates, tenated farms and crofts. .
However, the conclusions of the study must be suitable -regarding the methodology and proposals of intervention- to other European contexts wich share some essential characteristics (small agrarian property and strong associative features or small tenated farms with common grazing on land owned by landlords). By means of statistic and administrative sources, the first contribution of the first contribution of this investigation focuses on the obtaining of basic information about the communal lands, permitting us therefore to prepare for the first time an inventory that would include their evolution and present situation. This first level of knowledge must take into account several dimensions: the relative importance of communal lands, the evolution of these property systems in relation to the evolution of the agrarian structures, the vissicitudes of the legal framework, and the prevailing types of use and management are some of the most notable. This information itself will be a valid tool of analysis for whom manages and takes decisions in the agricultural scope. The proposed data collection and the following definition and quantification of the historic, legal, sociolological, economic and environmental variables will not only allow us to apply quantitative methods to offer a typology of most of the rural zones in the above-mentiones regions, but also permit the identification and study of the most representative cases. Furthermore together with the key elementes that will help to build a 'common language', with harmonized indicators, we will put forward a classification or the diverse situations and will also conclude, upon scentific basis, the possibilities of results extrapolation to other contexts. The analysis of the demographic evolution, the professional structure, and the importance of population material ties with the common space and their participation in the decision making process, will clarify the social determinants of the possible interventions, identify the agents who can lead the developement, and define the social limites for the applicability of the policies.
