Cost effective modernisation of systems important to safety

Risultati finali

There are many nuclear power installations within the EU that require maintenance and modernisation. These installations contain many I&C systems that are regarded as "systems important to safety" (SIS), for example: Safety systems: systems in the highest safety class, e.g., a protection system Safety related systems: systems in lower safety classes, e.g., a control system. The project's objectives were to develop methods for replacing and modernising SIS that could: - Maintain safety. To ensure that the technical changes do not affect the safety of the plant. - Reduce costs. Historically the costs for assurance of computer based systems can be 100% of the development cost not accounting for any delays to plant commissioning and subsequent lost generation. - Reduce uncertainty in costs. The extra costs of a safety related system has varied between 6-100% of the cost of a system of normal industrial quality. Uncertainty arises from direct costs and time. - Reduce time to develop and assure increase commonality in nuclear I&C between different countries/utilities and with other industrial sectors. The main actual deliverables of the project are as follows: -Safety Justification Framework for Licensing Software in Nuclear Power Plants; - Requirements Engineering Best Practice Guide for Refurbishment; - Design guidelines for systems important to safety based on pre-existing products; - Summary report on case studies; - Public Domain Example Report; - Open Workshop in association with FISA2003 held in Luxembourg on 13 November 2003. It is intended that the results of the project will be used and disseminated by several means, including the following: - Use of the guidance in the refurbishment procurement process in participating organisations, including incorporation in the development of internal guidance documents; - Use of the guidance by participating suppliers to guide development and marketing of products for the nuclear industry; - Use by the Regulatory Group to provide liaison with and dissemination to regulators; - Participation in the ongoing development of international standards such as IEC 60880, IEC61508, in which several project members are directly involved; - Participation in future international research programmes in the field of the refurbishment of I&C systems important to safety.
