Compendium on the state-of-the-art in decommissioning

Obiettivo

In order to contribute to the EC-supported scientific and technical information exchange in the area of decommissioning, it would help if an authoritative compact compilation of the principles and technologies used in the various aspects of decommissioning would be available. An overview of the state-of-the-art in decommissioning will therefore be given in a compendium in order to satisfy the needs of engineers, scientists, students, research workers and others interested in decommissioning. For R&D programme managers the compendium should be useful as a reference to appraise the degree of innovation and the advantages to be expected from additional R&D work. To regulators it will provide information on the state-of-the-art or the "reasonably achievable". By resourcing the compendium, the EC will deliver the input to enhance its ability to disseminate the acquired information and knowledge.

The compendium will be a:
detailed description of the state-of-the-art of the operational experience and know-how in a wide spectrum of activities relating to the decommissioning of nuclear facilities such as strategies and policies in decommissioning;
institutional and legal aspects of decommissioning;
regulatory aspects of decommissioning;
environmental aspects of decommissioning;
socio-economic aspects of decommissioning;
cost aspects of decommissioning;
funding aspects of decommissioning;
decommissioning plan; programme management;
project management;
dismantling techniques;
decontamination techniques;
characterisation techniques for decommissioning;
material management from decommissioning;
management of specific materials from decommissioning;
recycle and reuse of materials;
site characterisation, remediation and reuse;
radiation protection and industrial safety;
public perception, public relation aspects of decommissioning;
dissemination of best practice, experience, know-how (e.g. training, conferences, seminars, workshops);
co-operation and relations with third parties and international organisations.

The work will include collecting available information from various countries/projects relating to the aspects of decommissioning, assembling the information in a structured document, reviewing it for consistency, publishing the final version for use by interested groups.

The compendium will be an attempt to provide an instrument to disseminate existing information and acquired knowledge in a coherent and targeted way. It should facilitate the use of the most recent information and acquired knowledge amongst the enlarged community and at the same time identify the focus for future needs.

The compendium should contribute to the EC-supported scientific/technical information exchange in the area of decommissioning:
to keep and enhance the European expertise/competitiveness in the field of decommissioning and promulgate it at the international level;
to promote the exchange of information in the various areas/issues relating to the decommissioning of nuclear facilities;
to identify good/best practices in decommissioning based on practical experience and to disseminate good practice in areas which will assist decommissioning operators in performing the work;
to facilitate the transfer of experience/know-how and to support the implementation and use of achievements, technique and principles that have been developed under the previous or current EC and/ or other programmes, particularly in view of the EU enlargement process.
