A geographic information system - gis - for geo-hazard assessment in Basilicata, Italy

Obiettivo



General A prototype Geographic Information System (GIS) in ARC/lNFO format for regional natural hazard assessment in Basilicata has been established in the UK at BGS, as part of an EC funded EPOCH R&D programme, (Contract PL 0029, 1991-1993). A variety of raster and vectorised environmental data-sets were captured as a basis for assessing landslide hazards from extreme rainfall triggering events. The GIS includes regional, kriged distributions of mean annual rainfall for different durations, which can be used as an index with rainfall growth factors for predicting cumulative rainfall extremes for any desired return period. (Report to EC, 1993). (Unfortunately, time was not available within the project to provide training or transfer the GIS to the University of Basilicata). Rainfall induced reactivations of ancient landslides have been a recurring problem in, and around 115 of the 131 towns in the region, but historical surveys and the EPOCH research have suggested that empirical links with deformation behaviour are non-linear. The timing of mass movement events have thus proved more difficult to predict than expected. Important factors which contribute to the non-linearity have been recognised, but not quantified so far. These are principally related to the history of land-use change, water supply and their effects on the hydrogeology of the aquifers on which many of the towns are sited. Further research into these factors is required and a method developed which quantifies/ranks the results so they can be entered into the GIS as a coverage with the other spatially referenced data, (Gostelow and Gibson, 1994).
Objectives/Work packages
-Transfer digital datasets, (by tape,- DAT) from UK onto GIS at University of BasiScata. -Provide 'hands-on' training, (+ manual) of the menu-driven system to Researchers at the University
(1.5 months) -To carry out pilot studies of urban hydrogeology and geotechnics, (using existing data) in selected towns, in collaboration with University research team, (based on initial work and recommendations in EPOCH report). -Develop methodology in relation to rainfall and other triggering mechanisms; quantify/rank data; digitise; attribute; input as a coverage into GIS. Consider interface with existing urban hydrology software modelling packages such as MIKE-SHE and MOUSE, (Danish Hydraulic Institute). Write proposals/recommendations. Analyse in relation to existing spatial data coverages; assess hazard.
(7.5 months) -Establish stronger data-transfer links with the Regione Basilicata and industry, (eg Formez, Naples who are carrying out environmental impact studies using GIS for the new FIAT plant at Melfi). Demonstrate the potential of GIS as a practical decision modelling tool. -Provide lecture course, (+ course notes) on geo-hazard assessment and GIS to students at University; provide guidance to opportunities for research and training elsewhere in EC, contribute to project proposals; attend and speak at conferences/seminars in Italy. (3 months)
