Obiettivo
The need for pan-European base data has been widely recognised for several years. There is a trend to consider the 1:250 000 scale as an appropriate level of information for the geographic and topographic description of Europe. Many NMAs have been involved for decades in the creation of national geographic databases at close scales. Some of them are also actively involved in the creation of the VMap product, vector data at 1:250 000 scale to NATO specifications. The project PETIT (Pathfinder Towards the European Topographic Information Template) will investigate the potential for using this rich data source to develop high quality pan-European data suitable for present and future civilian use. The project does not include the actual creation of a final product which will depend on decisions at national levels.
The objectives of this project are four fold: - to create a prototype enabling further refinement of the specifications for the final product. - to assess the market with the aim of producing a business case allowing decisions on production to be made; - to create a common set of specifications and to present recommendations for production as a pan-European topographic dataset; - to produce the agreements necessary to undertake such a production, and solve issues related to copyright and Intellectual Property Rights; In the definition phase the PETIT consortium will gather data from selected areas conforming to the VMap specifications which will be displayed in a viewing tool. In the implementation phase the PETIT consortium will develop prototype data sets to the specifications meeting the perceived civil requirements. It will consist of trans-border data, demonstrating integration of pan-European data and will allow selected key users to compare the prototype dataset with their requirements. The PETIT Project will benefit from the work already put into making VMap consistent and reliable and from the experience of the NMAs in providing high quality mapping data. The PETIT consortium is composed of: - MEGRIN (FRA), a unit funded by 18 NMAs for developing their European market for national datasets, prime contractor and project manager; - the Générale d'Infographie (FRA) and Data Consultancy (GBR), two private companies involved in GIS consulting and data distribution, responsible for the prototype and the survey of the user requirements; - Institut Géographique National (BEL), Institut für Angwandte Geodäsie (DEU), Maanmittauslaitos (FIN), three National Mapping Agencies which will bring their knowledge of VMap and related data.
