Strategy development for long-term pollution control in regions of extreme environmental risk

Obiettivo

Statement of problem: Several regions within the NIS territories are characterised by extreme environmental pollution, causing immense health problems and social depravation to the local population. Often the local polluters are unable or unwilling to pay for clean up operations, or are no long operational. Use of advanced monitoring techniques and modelling of data, in combination with standard sampling and analysis, means that GIS based environmental vulnerability maps can be developed which can help local authorities, planners, and stake holders in developing strategies which will assist in long term pollution control in four test regions. The resulting methodology has application in similar regions affected by extreme pollution.

Project Aims: The project will develop strategies for environmental-based long term pollution control in four areas where extreme pollution has been proven, using a neutron logging and monitoring tool, as well as other analytical data, modelled on a GIS platform.

The project has the following quantifiable aims:
To evaluate the scale of environmental damage, including health data
To Implement neutron logging based monitoring stations;
To develop GIS-based vulnerability maps for the regions of extreme pollution;
To increase public awareness in matters of pollution prevention and control.

Methods: The project is divided into 2 phases, the first comprising:
Evaluation of existing data: in which all relevant data form the test areas will be compiled, including field measurements, monitoring, and chemistry, using literature, databases and INTERNET sources, and compiled.
Capacity building of the NIS institutes: including, where required, the acquisition of field analytical devices (e.g. HACH kits, CEC system, soft sediment coring devices, pumping tests, pressure transducers, geophysical equipment);
Detailed planning of monitoring sites and field campaigns: whereby an evaluation of existing data will allow the selection of the sampling sites for a network of analyses, as well as sites for regular monitoring during the project lifetime.

The second phase consists of field work, and sampling, as well as analysis and modelling of data, and development of the decision support system based on vulnerability maps:
Field work, sampling and analysis: to be carried out in the four target regions, with some analyses done in the field (pH, Oxygen, Ec, temp), some in laboratories of local partners, and some in the laboratories of partner CR3. Analyses will be made of heavy metals, organics, pesticides, major components.
Data processing and modelling: using software such as MODFLOW, MT3D, MINTEQ FREEQC, to model transport of pollutants through time, toxin bioavailability.
Evaluation, thematic maps, dissemination: in order to demonstrate the effectiveness of the system, the data will be used for producing thematic maps, as well as looking at the health aspects of toxic concentrations and distribution.
Deliverables: The verifiable deliverables of the project are:
GIS based environmental vulnerability maps, as input for strategy development for long term pollution control and for integration of the neutron logging tool into environmental monitoring networks.
