Ziel
The purpose of this project is to investigate the causes and dynamics of ethnic conflicts in the NIS and their resolution. Thus the project has the following aims: to provide substantive analysis of the nature, causes and dynamics of ethnic conflicts in the NIS; to develop an understanding of conflict resolution processes at work in these conflicts, in particular focusing on the role of actual or potential third party mediators and facilitators in bringing about a peaceful resolution of the conflicts through non-coercive measures; and the promotion, development and enhancement of capacities for independent analysis of conflicts within the NIS by academic institutes and policy-oriented research centres.
In pursuing these objectives, the project will focus on the analysis of a number of current or potential ethnic conflicts in the NIS. The case studies fall into two categories: those where large-scale violent conflict has already occurred and those where violent conflict has not yet erupted. In the former category the cases which will be explored are Georgia-Abkhazia; Armenia-Azerbaidjan; Moldova-Transdniestria; and Tajikistan. In the latter category the cases which will be explored are Ukraine-Crimea, and Kazakhstan.
The five themes which will structure the content of the case studies are as follows: the nature, causes and dynamics of the potential conflict; the Moscow's role in these conflicts as viewed by the disputants; the success and failures of the conflict resolution process; the range of likely and possible solutions; and thelessons to be drawn for efforts to resolve conflicts in the NIS.
