Obiettivo
The project aims to produce social, economic and political transition reports for the following 10 CIS countries: Armenia, Belarus, Georgia, Kazakhstan, Kyrghystan, Moldova, Russia, Ukraine as well as Azerbaijan and Uzbekistan. The reports would include both country studies - how each country has changed in the course of transition - as well as comparative reports comparing the transition trajectories of the different countries. The transition reports would focus upon the interaction of economic transformation, political transformation and social/ cultural transformation, including civil society. They would draw upon the macro-level of objective indicators (number of political parties, GDP, levels of health, education, family size etc.) and also upon the micro-level of indicators using survey data collected by the teams in each country. The aim of the project would be to help to clarify the complex interactions of different processes taking place on different levels in the course of transformation. A major element of the project is therefore methodological, aiming to refine and combine indicators on different levels. In this way, these studies could be used to better clarify and inform theories of transition which have hitherto mainly concentrated upon economic changes and to a lesser extent political changes and which are rarely comparative. In providing a comprehensive system of key indicators, an international task force of experts drawn from the different partner countries and the production of a publicly accessible web site in addition to material reports and publications, the project could greatly assist the understanding of the transition process in the target countries. The aims of the project are therefore directed at very practical assistance on the one hand but also at the better elaboration of more scientific theories and concepts on the other hand. The project would involve the following stages: Phase 1: Writing of 10 national reviews and methodological papers. Phase 2: Adjustment and improvement of comparative methodologies. Phase 3: Drafting the final report including redrafting of the reviews in the light of methodological adjustments. Phase 4: Finalizing the outcomes. In addition to electronic communication, the project would be organized around three workshops during which the concepts, indicators and reports would be discussed and agreed at the different stages of the project. The outputs of the project would be: an international analytical report under a working title "Key indicators for measuring social and political transition in CIS countries"; a systematic collection of relevant national and international data sources; a project web-site containing working papers, final report, reference sources and discussion forum; a series of published monographs on each country and at least one comparative monograph.
