Digital Design and Life-Cycle Management for Distributed Information Supply Services in Innovation Exploitation and Technology Transfer

Obiettivo

As saturation of on line data and mail communication brings too much information of low value, filtered and customised information supply becomes ever more critical to info consumers. DILEMMA concerns the commoditisation of information supply through intelligent analysis of the information content, using the preferences of the information consumers and providers, and by life-cycle management of the provided services. The project employs distributed information resources to address the business needs of organisations across Europe by providing information and partner search (and other) services to support companies and organisations in innovation exploitation and technology transfer. Adaptable configuration with continuous adaptation of the information supply are key tools to help the info providers develop this very important but still immature market.
The objective of DILEMMA is to develop an improved information supply service, based on, but greatly superior to, that offered by the existing European innovation centres. Members of IRC, EIC, NCP networks are key project participants.
This information supply service will have the following characteristics:
- Flexibility to combine information entities and provision procedures in order to build compound service (i.e. meta-service) and service packages (bundles), oriented to serve customers with highly differentiated needs related to content, functionality and costs.
- Facilitation of service management, based upon user behavioural patterns, which form the basis for assessment of the added value of the service.
- Adaptability to the increasing heterogeneity of the various available content (re)sources and information and data repositories.
- Adaptation of a billing architecture that can enable usage-driven tariffs on the info supply services.

Objectives:
The measurable objectives of DILEMMA are:

To develop an improved information supply service, based on, but greatly superior to, that offered by the existing European innovation centres. Members of IRC, EIC, NCP networks are key project participants. This will have the following characteristics:

Work description:
Identification of the set of requirements of information supply services. These requirements will be considered from the points of view of the different actors (i.e. the information consumers and providers), the information entities and processes, as well as the infrastructure enabling "trade" of information in a distributed electronic market. Before building specifications to assure the requirements, the core architecture will be designed, giving the logical data views, functional components and information flows.

Based on these requirements, a framework for the DILEMMA services and the DILEMMA working environment will be designed. More specifically, a generic info supply service based on mobile objects or agents will be specified. In this respect, the DILEMMA framework provides an abstraction to the "application" layer, which is located at the provider's side and maintained by the DILEMMA working environment. Specifications of the DILEMMA services life-cycle management functions enabling User partners to implement commercial information supply applications will be developed.

WP3 devises a scheme for secure commercial distribution of information, such as electronic documents securely encapsulated in mobile agents, together with the programs that control access to their contents. The resulting mobile agents are thus responsible for their own security and can be held, copied and distributed freely without infringing any copyright or intellectual property right, since access to their contents is bound to successful execution of the attached policy (i.e payment, usage, etc.).

Prototyping of the system, testing at the user partners and exploitation activities form the last part of the project.
