Methodology, Tools, Users's Needs and Practical Applications: Improving the Quality of Existing and Future Classification Systems

Obiettivo

This cluster project is a new approach to units, economic classifications and the links between them. It has four complementary main themes: foundations; linguistics and automated coding; users' needs; and identifying and making tools for classifying modern industries. It deals with methodological, mathematical and practical research and development problems. Weaknesses in key EU classification systems undermine the quality of economic statistics and, consequently, the economic management of the EU. The project's outputs add value by improving the quality of economic statistics in all member states. Wide dissemination of results will be an integral part of the strategy. The project addresses fundamental issues of standardisation, a recognised EU policy area. It will make a significant contribution to the future development, simplification and harmonisation of the linked system of world classifications.

Objectives:
. Construct model to describe structure/activities of businesses. EU member states' business registers can then use the model's information instead of a simple activity code. Various prototypes will be developed in support.
.Establish/review user requirements for industrial classification systems, with options for implementing changes; develop/test demonstrator system for collection of activity classifications from businesses.
.Define generic (language families)/specific language methods for full meaning recognition of classification descriptors, using local/global contexts to disambiguate words, word associations in sentences and the hierarchy of word weightings.
An assessment/evaluation and a dissemination/implementation WP.

Work description:
Foundational research work involving construction of a model of the structure/activities of businesses. Model based, in part, on earlier work.
WP 7 develops methods and principles for maintaining a classification system. These will be elaborated in conjunction with the WP 12 modern industries work.
WP's 9 - 11 will determine for 4 countries the main types of statistical and non-statistical user of business activity classifications. A EU-wide survey will develop an inventory of their needs.
These needs will be investigated in conjunction with the WP 12 work on future systems.
The WP 10 questionnaire will take account of the WP 12 new industries.
The models developed in workpackages 6 - 11 will be constructed to accommodate users' needs.

There will be 3 prototypes. A prototype Blaise structured questionnaire will collect information from businesses and organisations representing businesses, including Chambers of Commerce. Tests will be performed in 3 different countries using national language versions of same questionnaire. A prototype that constructs statistical units automatically, having the model as an input and a list of statistical units as output, will be developed. A prototype will then be developed to code these statistical units according to the information in the model. All prototypes will be tested and evaluated.

Lingusitics and automated coding work involves:
.description disambiguation in local and global environments;
.processing of compound terms for classification retrieval;
.simplifying highly structured classification descriptions;
.and use of linguistic techniques for matching between classifications.

Supporting WP's for assessment/evaluation and dissemination/implementation.

Milestones:
Report with model describing activity/ structure of businesses.
Prototypes, and reports containing the results of testing these prototypes.
Report on user requirements; report on options to collect classification from businesses; demonstrator system.
Linguistics and automated coding final syntactic methods, algorithms and prototypes by language and by key topics.
Assessment/evaluation reports.
Dissemination/implementation programme.
