Obiettivo
The project aims at facilitating administrative services throughout Europe. Especially administrative processes between different EU countries will be supported as the European Citizens and the employees of local administrations have to cope with many different documents in several different national forms. To reach these aim the technology of JavaCards will be used. A JavaCard prototype will be produced which will support the administrative services for one of the scenarios 'change of workplace', 'change of place of living', and 'registration and cancellation of cards'. The program functions of the JavaCard will be based on the user requirements analysed during several workshops to be held with real-life user and citizens from different European countries. Furthermore social and legal aspects of this new technology will be examined.
OBJECTIVES
Main objectives of the FASME Project: The main benefit of the FASME project is a JavaCard which facilitates the mobility of citizens as well as the entailed administrative services. The subordinate benefits are reflected in the facilitation of procedures concerning migrating citizens, municipalities and enterprises: - Facilitation of the European citizens' mobility - Simplification of the co-operation of local municipalities of European cities. - Facilitation of aquisition of employees in European member states by enterprises. (i. e. simplification of the migration of European employees). - Laboratory prototype of a JavaCard.
DESCRIPTION OF WORK
The main idea of FASME is to base all technical developments on the actual needs and demands of those users who will really use the JavaCard. Therefore the user needs will be identified by workshops with users and civil servants with the participation of different countries. Simultaneously to the inquiry of user demands the technical specifications of the application scenarios will be defined and generalised in order to obtain a framework for the modelling of processes, access rights and access needs in related scenarios. These specifications will create the pre-requisites for the development of the JavaCard prototype. Based on these specifications the prototype will be constructed and later it will be tested during another workshop. In these iterative process the final prototype will be developed and tested. Finally, the developed JavaCard will be tested under organisatorial aspects and a strategy for development in other European cities will be described.
