Integrating GI into the information society - Accompanying measure to support the set up of a European Territorial Management Information Infrastructure

Obiettivo

Territorial management is a horizontal activity, a cross-disciplinary research domain. Geoscience supports many activities related to Earth management. The project aims at organising a network of excellence, bringing together the actors, including users of territorial management information. Such network will build a technical consensus on the basement of European GI Infrastructure: Reference data, data access policy, standards and interoperability implementation.

The key issues of the project are:
To cluster FP4 & FP5 projects working in that field, providing user's needs feedback to standard makers and raising awareness on the benefits of standards;
To vulgarise information technology for decision makers and citizens, contributing to make data accessible to all;
To bring together most of the European stakeholders
To give the international dimension required in the frame of global market (NSDI, OGC, GSDI).

Objectives:
The AM aims organising a network of excellence, bringing together most of the stakeholders of the territorial management; a particular attention will be paid on user's needs.

It will have to build a consensus on the technical issues that are the foundation of ETeMII:
- reference data, data access policy,
- interoperability, standard implementation
- integration of space tools: GNSS, EO and telecom
- active participation to global initiatives: OGC, ISO, GSDI.
Awareness activity is an important component of the AM, promoting contribution to European Geographic Information Infrastructure, using metadata services, implementing standards, using reference data.

Reference data: The objective is to reach a European and global (GSDI) technical consensus on the definition of reference data and making them available, at affordable cost.
Metadata: through workshops, awareness activities, the aim is to build upon existing initiatives, to reach some consensus on the way to meet user's needs, and to remove barriers to data access.

It is important to enable searching of any kind of information with a single tool. A particular focus will be given to semantics and the use of multiple interoperable thesauri to record the multi-cultural and multi-lingual characteristics of the European Information Society.

Standards ad interoperability: the work will be based on seeking interoperability standards requirements, and offering awareness on existing very extensive but possibly incomplete interoperability standards activities to target. At the same time it will ensure that there are new observation windows between pure research activities and standards development

Work description:
3 thematic work package (3,4,5) follow the same phases:

1. User requirements:
Solutions analysis
Plans for future actions
Raising awareness and communication to the users community; technical forum, co-ordination with CEEC, and GSDI.

Awareness and communication activities encompass:
- Internet/Intranet
- Publications: among others, a white paper will integrate the problems identified and the proposed solutions for the three issues in the scope of the project: reference data, metadata, standards and interoperability.
- FP-4 and FP-5 projects survey.
- Workshops organisation
- Internet technical forum

Milestones:
The expected results are a large network, animated through web and internet discussion list, and the success of 9 workshop. The milestones are 9 national/European/international workshop, 6 internal management workshop and many technical meetings. The project will publish results to web, CD-ROM and edit vulgarisation brochures, technical white papers on reference data, metadata, semantics, standards and interoperability.
