Obiettivo
The overall objective of the CELLO project is to utilise the mobile location information for various enhancements of the 2G/3G mobile networks. In particular, a Mobile Network Geographic Information System (MGIS) will be developed for collecting location-related data from the cellular network and the mobile terminals. Based on the MGIS, a new network planning and optimisation concept will be developed. It will enable, for example, the observation of measurement-based coverage areas, location-related handover performance data, as well as variations in capacity demand. This information enables an Adaptive Coverage System (ACS), which will be implemented and tested in the project. Furthermore, the project also develops and validates location-aided handover algorithms and a mobility management function supporting multiple wireless systems including wireless LANs.
Work description:
The project divides into three distinct phases.
Phase 1 includes pre-studies and development of specifications related to the development of the new location-aided network planning, optimisation and mobility concepts. This phase provides clear guidelines for the subsequent project activities, such as the development of the trial system and simulators. After phase 1, the basic architectures and technologies to be used shall be known.
Phase 2 includes the technical development of algorithms, software and hardware. The location-aided performance improvement to be developed is based on the information available from the MGIS. Location-Aided Planning (LAP) will be implemented by modifying an existing commercial planning tool. Thus, the project resources are concentrated in new technical work without the need to implement basic planning tool features. The Adaptive Coverage System (ACS) involves a number of base stations with switched antennas that can be controlled according to the capacity demand. The Location-Aided Handover (LAH) algorithm takes advantage of the instantaneous mobile location information in order to optimise the handover performance. The Location-Aided Mobility Management (LAM) function takes advantage of the location-related data in performing mobility management actions in multi-system environment.
Phase 3 of the project involves the validation of the developed concepts by carrying out a trial and simulations. The ACS trial will be carried out in a city area were variable capacity need is expected. The handover algorithm development and validation will be carried out by using an existing simulation environment. The mobility management functions will also validated via simulations. In all of these validation activities, an important objective is to reveal the level of location accuracy that should be available in order for the concepts to be viable. Based on the obtained results the decisions about commercialisation will be made.
Milestones:
Phase 1 takes months 1-7 and ends with the completion of the pre-studies and specifications (mstn 1-4).
Phase 2 is carried out within months 8-20 and ends with the completion of the simulators and the trial system (mstn 5-6).
Phase 3, months 21-32, includes the integrated trial as an interim goal (mstn 7) and it ends by the completion of the result analysis and dissemination.
The results of the trial and simulations reveal information about the viability of the developed concepts.
