Delivering video-based IST services into European HOMEs

Obiettivo

Social services, healthcare and housing service providers demand flexible, low cost easily installed solutions to delivering video-based services into homes to tackle the rising cost of care for older people and to give tenants improved living quality and security. This market will be provided with interoperable devices for the home, linked via broadband access - DSL, HFC, WLL - and in-house wireless networks in a broadband IP architecture. A Service Pad and Set-top Box built on a generic platform with a personal safety device and a relocatable camera give residents immediate high quality access to providers. The residential gateway interfaces with standards-based home bus to support domotics applications. Vital signs measured in the home are channelled securely to medical staff. Staff's uses UMTS platforms for service provision on the move. Extensive validation of three generic services is carried out at 5 sites.

Objectives:
To elicit requirements for Tele-Care, Tele-Assistance & Tenant services; to create low cost interoperable & relocatable devices for video service access from home with open coding schemes, service interfaces and integrated audio, video and security functions; to provide gateways to service centres via broadband IP access (xDSL, HFC, WLL) networks, to common household appliances via standard bus and to video service access devices, TV sets, multi-modal sensors & control devices in the home via a broadband wireless IP; to create a generic service centre to handle home applications and video-based services; to implement services over heterogenous networks with full security and QoS management; to validate designs by operating new services on real networks including UMTS at 5 sites with real users in social services, health and housing.

Work description:
The project exploits the results of IBcOBN video-telephony over IP networks (ACTS), HAS-Video low-cost video set-top and video service centre (IST), ATTRACT telemedicine to homes (Telematics) and Ashored domotics (TIDE). The housing, social service and healthcare provider partners who participated in these projects define their requirements for future services utilising extended service access in the home. Rapid requirement definition is followed by specification of optimal functional split between Video Services Access Devices (VSAD), residential gateway (RG), and Service Centre. The IST@HOME Video Services Access Devices are new designs with the relocatable camera (RCAM) built from scratch but Set-top Box and Service Pad built on the modified HAS-Video platform already available in prototype. Special attention is paid to the reliability, security and robustness of all devices and to the ability to manufacture at a low cost.

The required software services are provided by extension of an existing video communications operating system. Modifying and extending an existing service centre design build the IST@HOME service centre. Existing domotic and alarm handling software are modified to meet additional requirements and to support procedures making use of Personal Safety Devices and RCAMs. Network and Quality of Service Management software is adapted to communications flows across the home wireless network. Integration and testing takes place first at the level of the home then at site level with all networks in place. Prototypes are built for the 5 sites and installed by the operators on their networks. The evaluation approach is based with an operation period long enough to assess the impact on service staff and clients. Using the results designers and service providers update design specifications for future manufacture.

Milestones:
Key results are the new applications and components including RG with wireless IP base station, access network and domotics interface, the service access devices Service Pad and Set-top Box - supporting Safety Device, vital signs capture and full quality video communication - and Relocatable Camera, the platform and extended video communications OS these are built on, Service Centre with adapted database, security and application provisioning, and UMTS mobile service provision interface.
