Co-ordination mechanisms for Smart Card Charter implementation

Obiettivo

The eEurope Smart Card Charter (SCC) has resulted in industry approved action plans and steering mechanisms to initiate and support common deployment and specifications for smart cards in Europe.
Smart Card provides essential infrastructure and coordination mechanisms necessary to reinforce this momentum and bring the SCC Action Plan to fruitful conclusion.
It empowers the Smart Card Charter Steering Committee, enables the High Level Group, involves the Smart Card Constituency, and ensures essential coordination required with and between the twelve Trailblazer initiatives.
Benefits will be reduced industry fragmentation increased links with European R&D and relevant standardisation initiatives, and improved interoperability of smart card based systems and services. The resulting increase in deployment and adoption of smart cards will accelerate the development of the digital services economy in Europe.

Objectives:
The eEurope Initiative has prompted intense European collaborative activity resulting in an agreed Smart Card Charter (SCC) and action plan. By the end of 2000 work culminated in the establishment of a Smart Card Charter Steering Committee with 12 specific application and technology initiatives called Trailblazers, each with aggressive development and deployment plans.
Smart Card will provide the essential infrastructure for the SCC Steering Committee to support and enable dedicated expert leadership, a secretariat and website facilities, and an extensive range of short term specialist competencies in a wide range of disciplines which include technology, application and user requirements, marketing and information dissemination. At its conclusion it will have implemented the agreed SCC/SC Action Plan.

Work description
Smart Card is structured into three work-packages:
- Work-package 1 (WP1): Co-ordination;
- Work-package 2 (WP2): Information Dissemination and Exploitation;
- Work-package 3 (WP3): Project Management.

WP1 provides the appropriate framework to support the work of the trailblazers their interaction, and the interaction of the whole initiative with a set of different bodies or groups, needed for the successful implementation of the Smart Card Charter.

These groups and bodies include the following entities:
- Standardisation entities (CEN, ETSI, ISO, IETF);
- Smart Card Community, including Experts and Executives from top echelons of relevant industries;
- European Union Commission;
- Decision makers within the eEurope initiative and the related EU RTD programmes.

WP2 is the tool Smart Card provides to the Smart Card Trailblazer network in order to ensure quality and effective communication to the outside world, this action being carried out at two different levels:
- Information dissemination of a general, transversal nature, carried out directly at the Steering Committee level;
- Synergy service for communication at the trailblazer level.
Through Smart Card, the trailblazer network will be empowered with a service that guarantees quality communication and general coherency.

WP3 provides the necessary tools for the Smart Card proposes to ensure that Quality and on time work is carried out at the Smart Card project level (WP1, and WP2 tasks) and ensures all necessary administrative issues interfacing with the European Commission.

Milestones:
- Plenary meetings (M1, M5, M9, M13, M18, M21);
- M3 Internal Website fully running and functional;
- M6 Brand Material available;
- M10 First Version of the Common Specifications;
- M12 Dissemination Material available in CD-ROM;
- M14-M15 Conferences and Events in France and Helsinki;
- M22 Second version of the Common Specifications.
