Dual Use Study of systems and software Technologies

Obiettivo

Historically, the defence sector has been a catalyst in technology development owing to its stringent and demanding requirements for change. Over the last decade, these trends have reversed in that much of the technologies are being driven by civil needs (e.g. standard micro-processors or software solutions) and are being reused or adapted in defence systems. The emergence of component-based development, component reuse and commercial off the shelf (COTS) has been a necessary reaction to reducing whole-life cost and enhancing the flexibility of system evolution enabling shorter-delivery times. The strategic objective of this study is to advise the IST programme about the potential dual use of information technologies between defence and civil sectors within the EU. Rather than be driven by market factors, the EU IST interest in this initial dual use study will be to develop a more pro-active and strategic approach to developing dual-use opportunities. This interest is founded upon the EC wide policies directing social and economic change. In order to achieve the strategic objectives, the study aim is to support the development of an EC-wide dual use strategy for Information and Communication Technologies (ICT) and associated enabling technologies.

The ICT areas to be addressed in this study are:
1) Software and systems engineering;
2) Modelling and simulation;
3) Visualisation and imaging;
4) IT aspects in communications;
5) Information management.

Objectives:
This dual use study is broadly expected to contribute to future Information Society Technologies (IST) programme development and prioritisation. In particular, this study is designed to improve the co-ordination, planning and exploitation of dual-use IST, with a view to strengthening European industrial competitiveness in defence as well as civil industry. The strategic objective of this study is to advise the IST programme about the potential dual use of information technologies between defence and civil sectors within the EU. Rather than be driven by market factors, the EU IST interest in this initial dual use study will be to develop a more pro-active and strategic approach to developing dual-use opportunities. This interest is founded upon the EC wide policies directing social and economic change. This study may be considered as a strategic 'model' for considering dual use in further EC-wide reviews of future applications and associated research needs across different market sectors and technologies. Also, any such review has to match research activities with future needs as perceived by international and socio-economic trends. In order to achieve the strategic objectives, the study aim is to support the development of an EC-wide dual use strategy for Information and Communication Technologies (ICT) and associated enabling technologies.

The ICT areas to be addressed in this study are:
1) Software and systems engineering;
2) Modelling and simulation;
3) Visualisation and imaging;
4) IT aspects in communications;
5) Information management.

These five areas will be studied both at the system level and the enabling level. Technologies at the enabling level are generic (basic) and enable the creation of systems and products. Technologies at the systems level are used to create a wide range of applications. Hence this study will consider current and future dual-use of Information Communication Technologies research initiated and adopted by the defence industry and res.

Work description:
The DUST project is developing an ICT dual use strategy for five selected technology areas. This will involve defining a methodology, performing a defence and IST programme analysis prior to dual use analysis and strategy formulation. A leading principal will be the expenditures of nations on Defence research and development. It is assumed that the budget for a specific R&D programme reflects the priority given to it. In order to be able to compare the expenditures in different EU countries the SCITEC-taxonomy will serve as the guideline for categorising. For example the R&D programmes of countries A and B are prioritised on their budget. The next step is to relate the content of the R&D programme to the SCITEC taxonomy. By doing this the programmes in different countries can be categorised. By comparing the respective priorities an overall priority list can be made. Information about R&D programmes will mainly be gathered from national defence investment and procurement plans. Other resources like similar studies, contacts and expert judgement can also be used The SCITEC taxonomy comprises more then just ICT technologies but in the DUST study only those components will be used that have a relation with one of the five ICT areas mentioned in the "Project Abstract" In the same way earlier IST studies on civil ICT will be related to the SCITEC taxonomy and prioritised. Because of its defence background it may be necessary to make adjustments to SCITEC taxonomy. As a result a list can be put together of representative defence and civil R&D and its priority. The next step will be to analyse this list and find areas of possible dual use. DUST will also develop a dissemination and exploitation plan for advising the IST programme and research community as well as the defence and civil sectors. This analysis of EC-wide defence research, with identified priorities, will be compared with the research undertaken in the IST programme. This will provide an overall picture of R&D activities within defence and the EC Information Society programme with its interrelations and fields of potential mutual benefits.

Milestones:
The prime study outcomes will be:
1) an insight into the representative research and developments, and their associated priorities, being conducted by European defence companies and defence research establishments in the area of Information and Communication Technologies;
2) a comparison of the defence ICT research and development with that carried out within the ongoing EC Information Society Technologies (IST) programme, thus providing an overview of the R&D taking place;
3) an identification of possible dual use Information and Communication Technologies research areas of most promising mutual benefit to strengthen the European defence and civil industries thus satisfying the overlapping needs of future defence and civil applications;
4) potential roadmaps of the future development of dual use Information Society Technologies. The roadmaps will identify stages and actions that are necessary to realise the potential of dual use technologies.

The project's main deliverables will be:
+ A defence research priorities report;
+ A IST research priorities report;
+ A Dual Use report?
+ A final study report.
