New mobile communication and networking technologies enable the reorganization and restructuring of many important business operations and processes particularly in the domains of public safety and security. This offers a unique opportunity to improve efficiency and quality, e.g. in health, emergency and transport management. This project aims at validating the suitability of upcoming communication and networking technologies for business optimisation in theses domains. The evolving mobile networks (2.5 - 3 G) providing novel services and higher bandwidth are the foundation of an integrated mobile network platform used in this project. Particularly under investigation are upcoming data exchange, video streaming and location based services. In order to run above validation according to real world requirements three application scenarios were selected for demonstration: Tele Ambulance, Emergency Management, and Transport Surveillance.
Objectives:
The xMotion project is a trial action aiming at the adaptation and introduction of not yet fully established leading edge technology in mobile applications and its joint evaluation. The overall objective of xMotion is to enhance citizen safety & security by demonstration of the inter-operability of diverse wireless technologies (2.5-3G) and their mutual support for a better response to emergency cases. Three scenarios will be used for tests: Teleambulance, Emergency Management, and Transport Surveillance. Although the scenarios are thematically different, they are similar in structure and in their technical requirements. They all require interoperability between networks, high bandwidth during peak phases, location accuracy, and short response times as the most important issues. Within the selected scenarios, empirical data will be gathered regarding the performance and real-world adequacy of the upcoming wireless technologies. The collected data and gathered insights from scenarios matched against the requirements and expectations from involved end-users will contribute to an integrated view on the suitability of mobile technology in safety and security related domains and beyond. Thus, the evaluation of 2.5 and 3G application environments using the selected scenarios in Tele-ambulance, Emergency Management and Transport Surveillance can be instrumental to raise public and industry awareness regarding the suitability and benefits of 2.5 and 3G communication and networking technology.
Work description:
Requirements emerging from the nature of organisations providing safety and security related services are varying in degrees of emergency in particular with respect to their communication and information requirements. These will be specified and used as "benchmarks" in the scenarios. The application scenarios in the trials will be enabled by three main technologies: mobile middleware, location-based services, and video-streaming. The mobile middleware provides access for the selected application cases to the 2.5 - 3G technology and shall enable optimised bandwidth usage and package transportation and thus high transport layer performance. Besides Ipv4 technology Ipv6 as well as its impacts will be evaluated in this context. Regarding location-based services different options will be evaluated and compared. A 2.5G mobile network and an experimental 3G network will be made available to carry out field tests. Measurement equipment will be used to record communication network performance. Video streaming technologies such as MPEG4 will be evaluated as video data exchange means between databases and mobile clients. Optimisation of the interworking between video streaming technologies and the mobile middleware will be a major concern as well as link quality, net data traffic performance and roaming between 2.5G and 3G.
Existing components have to be adapted and augmented to provide test cases for the application scenarios. Empirical data will be collected on the performance and real-world suitability of the selected application scenarios. Relevant application scenarios based on location-based services and video streaming will be evaluated on mobile devices e.g. PocketPCs (PDAs), Notebooks, and WAP-based mobile phones. Platforms and protocols are based on 2.5 - 3G technology also in mixed settings allowing to investigate the interoperability between both generations.
Milestones:
The xMotion project plans to achieve the following major Results- Trial set-ups in Teleambulance, Emergency Management and Transport Surveillance- Software infrastructure for Location Based Services and a communication optimising Mobile Middleware- Set-up and test of a mobile network based on 2.5-3G technologies- Exploitation and dissemination of the xMotion results. In the first phase, the xMotion project plans to develop enabling services (i.e. set-up of a proven 2.5-3G mobile network and software infrastructure) and identify the requirements for the trials. In the second phase, the trials will be developed and prepared field tests Germany and the Netherlands based on existing 2.5G infrastructure. In the third phase, it is highly expected that a commercial 3G network infrastructure is available for field trials otherwise and experimental 3G environment will be used for evaluation.
