European NETwork of centres of excellence: digital CULTURE research and education network

Obiettivo

This project is a preparatory action for E-Culture Net. A consortium of at least 24 members from 15 countries, 6 existing networks and links with 2 networks abroad, has been formed to evolve into a Network of Centres of Excellence (NCE) in the 6thFP. The project will refine the vision and structure; explore expansion and links with emerging national and other networks. It will identify/define research topics; how teaching can focus those topics; how broadband pilots can generate new research topics among partners and lay the foundation for a Distributed European Electronic Resource (DEER) for research and higher education.

Objectives:
The objective is to develop research roadmaps and implementation models to prepare for future RTD activities. The goal is to create a research framework, that will address especially the knowledge life-cycle applied to advanced digital libraries, culture and arts and extends to all five of the fields in the call. The project will explore how existing specialized networks, emerging national networks and the new consortium can be structured and expanded to evolve into a network in the 6th FP to achieve a European Research Area (ERA) in digital culture within the E-Europe vision. The emerging network will identify/define research topics; how an outline for an European Masters can focus those topics; how pilot broadband content from research results (IST, FET), can be used to generate new research question and lay the foundation for a Distributed European Electronic Resource (DEER) using JISC's DNER as a model.

Work description:
The consortium consists of 1 co-ordinator, 7 partners and 16 members, 6 networks within Europe, and two networks outside Europe (Canada, Japan) (Appendix 1). There are preliminary steps towards national networks in 5 countries (AT, GB, IT, NL, SP). Some of these national networks (e.g.NL) have consortia with industry, memory institutions, and research institutes.
Work Package 1 (WP1), with representatives from 13 countries, will refine the vision and structure for ECulture Net;
WP2 explores expansion to Newly Accessed States (NAS) and other networks;
WP3 identifies/defines research topics through a survey of expertise, projects and demos;
WP4 outlines a future European Masters Course to give focus to research topics;
WP5 identifies/defines pilots for existing broadband content from research (IST, FET) to inspire new research. A conference in month 5 will bring all the partners together and should coincide with the first call for FP6 (December 2002);
WP6 explores how this content can lay the foundation for a Distributed European Electronic Resource (DEER), addressing new e-learning methods, user interfaces, the potentials of EMII's Distributed Content Framework (dcf) and list issues that require national or international guidelines (charging, copyright, fair use, authentication, preservation, diversities of language). A second conference towards the end of the project (month 12) will bring all the partners together and further define the next steps to be taken. WP6 will create a secretariat to manage the project and the future network.

Milestones:
The key milestones will be two conferences in months 5 and 12, which bring together all the members to discuss the results of deliverables 1-5 (due month 4) and 8 -11 (due month 11) respectively. With respect to WP4, WP5 and WP6 interim meetings are planned although the precise dates have not yet been fixed.
