Obiettivo
The project creates a collaborative environment for the cluster of Health Promotion & Disease Prevention focused on improving the medical & business approaches, the generation of trust & confidence for online medical data, the support of interoperability & portability. Legal, ethical & cultural issues are also investigated. The project aims at helping the participating projects to benefit from their mutual expertise. It generates a framework to guide the development of IT applications for HPDP. That strategic framework will result from the active contribution of the projects in an investigation of what IT-supported HPDP should be. This leads to the elaboration of terms of reference for the creation of a HPDP network of excellence. The project attempts to increase the quality of the offer of the information providers & the understanding of the needs & value systems of the citizens.
Objectives:
The role of IT in HPDP is to transfer information to individuals or groups and to help them take advantage of that information (advices).Any information flow requires the active participation of people to ensure sharing of meaning and proper use in the activities of the recipient. Information offer has to be both appropriate and acceptable. ACTIVE HEALTH (AH) proposes a global strategy that covers both categories of problems and methods grounded on the management of conversations. AH identifies the components of IT-supported HPDP, links, related problems and interactions. It investigates the specific issues resulting from the use of IT, including the legal, ethical, cultural conditions that have to be fulfilled and the criteria for trustworthiness of information. It proposes recommendations in critical areas and a framework to guide the development of IT applications for HPDP, derived from the expertise of the cluster members, in the perspective of a network creation.
Work description:
The work addresses the information offer and the human interactions in the information flow. Technical dimensions required for qualifying the information: they are a prerequisite for disseminating the information to the benefit of the citizens. Four axes are investigated and recommendations are derived: Medical axis: best practice, certification of medical information, agreed medical guidelines. Technical axis: collecting, managing, retrieving, consulting information whenever and wherever this is needed (standardisation, integration of applications, mobile devices, interoperability). Conditions for generating trust: taking into account the users' culture, their requirements for confidentiality and security, and solving ethical and legal issues. Conditions for durable diffusion: adequate business models. The methods include surveys, inventories, review of professional documents, consultation of specific bodies and organisations, interviews, data analysis, development of relational interfaces. Human dimension required for activating and sustaining the information flow: IT is only a mediator between people and shared understanding is to be created between the information providers and the citizens for them to actually request and use the information. "Conversation" scenarios are elaborated to generate "consensual domains" where experiences and problem descriptions can be shared first between the IT developers and customers directly involved in the member projects and later in other projects. Milestones:
ACTIVE HEALTH will produce Guidelines and recommendations for the development of IT-supported HPDP and for a medical framework for HPDP, Research reports on trustworthiness, on legal implications, on ethical issues and on culture-dependent issues, Survey reports on the use of IT in HPDP and for HPDP online services, Terms of reference for the creation of a Network of HPDP. AH will also produce a Project Web site and a report on the dissemination activities of the cluster.
