Centre of Excellence for Geographical Information in Spatial Management

Obiettivo

CEGIS promotes GIS methods and user-friendly technology in physical planning and decision-making procedures, on regional/local level both self-governmental and administrative. CEGISM builds the platform for knowledge and innovation exchange between researchers and creates a centre for adaptation and promotion of the best methodologies and solutions for Poland. CEGISM constitutes a base for future projects of networks of excellence. The improvement of management methods in land management and in territorial units development with challenge in dissemination of easy accessible information for citizens about environment, nature values and cultural heritage can increase public activity in management procedures. Information and experience exchange creates partnerships between Polish and European land management standards.

Objectives:
The concentration of Polish scientific potential related to GIS application in spatial planning is the main objective of the CEGISM. The Centre creates a platform for the experiences exchange for a network of users. Several visits to European partners are to enhance co-operation through networking and exchange.
Innovative methods and tools should emerge from co-operation of European and Polish scientific partners, regarding GIS applications for spatial planning, especially on the field of prognosis, EIAs, modelling of processes and system analysis.
The results of worked-out knowledge will be transmitted to local and regional authorities and other interested actors.

In addition to the above mentioned objectives the following aspects are taken into consideration:
- Leverage of an effectiveness of the decision-making process;
- Participation of inhabitants in spatial planning procedure, that assure their influence on the decision making process;
- Competitiveness of local communes and regions.

Work description:
The project will last 24 months. The results of the Centre's activity are to create bases for future projects.
To reach CEGISM objectives conferences, workshops and visits to some institutions in European Union countries will take place. Organisational aspects of the Centre's activity and problems defining will be worked out during first meetings. Following, the first conference will be focused on the presentation of Polish attainments of GIS applications in spatial planning. The conference is also to tighten up relationships between the network members.
Visits and strict contacts with European institutions will create an opportunity for knowledge and experience exchange. Three kinds of such activities are planned. Firstly, visits dedicated to getting acquainted with systems of spatial planning in partner countries. Secondly, participation of the network members in conferences, meetings and workshops. Lastly, a problem oriented one, in which selected regions, communes, and national parks in UE will be visited in order to achieve practical knowledge about existing problems and ways of solutions. The knowledge will be spread among the network members during the conference that will be focused mainly on systems solutions. Several workshops will be held as a platform for creative discussion and knowledge exchange. Innovative methods and solutions for the Polish planning system will be worked out.
Information about the Centre's activities will be available on a web site and through active, addressed promotion.
Co-operation with other Centres will be one of the bases for future activity.

Milestones:
The main expected results of the Centre's activity are: integration of scientific potential related to GIS, building-up geo-information culture and creating a base for co-operation with other related centres and conducting future common projects. The development of information capabilities on a regional and local level and enhancing participation of citizens in the decision making process should lead to practical results for citizens and decision-makers. Integration of social, economical and environmental aspects in the physical planning and development strategies will accelerate improvement of land use standards. User-friendly, accessible information about environment and land management will increase regional consciousness.
