A bioeconomic model of the north sea multispecies multiple gears fishery

Ziel

The goal of this research is to provide an analysis of fishing fleet dynamics and activities in the North Sea and an evaluation of the consequences of the EEC policy over the past 5 years through the development of a bioeconomic model. Furthermore, to obtain a better understanding of the general constraints on fisheries management by improving knowledge about the motivations, goals and behaviours of fishing enterprises.
Fishing fleet dynamics and activities in the North Sea have been analyzed and an evaluation of the consequences of the European Community (EC) policy over the past 5 years carried out through the development of a bioeconomic model. Three modelling approaches were pursued: a simulation model approach, a normative model approach (linear programming), and a (biological) effort distribution approach.

The simulation model has shown that it is possible to develop economic models which can be used off the shelf by administrators to examine the effects and the location of the effects of measures they propose. The model now needs to be developed to a stage where all its functions have been estimated and will then be capable of measuring the effects of such proposals as changes in mesh size and constraints on capacity and effort. A more accessible advance in the development of the model at this stage would be to convert it from being a simulation model to an optimisation model. A simulation model can measure the effects of proposed changes in regulations, but an optimisation model could identify the levels of activity that regulators should be attempting to achieve to optimise, for example, value added to the Community.

On a smaller scale the normative linear programming model has been used to study fishermen's behaviour and calculate optimal effort distribution in the Danish seine fishery. The objective of the model was to maximize short term profit by allocating fishing effort on fisheries (cod fishery, plaice fishery, or mixed fishery) in the most efficient way during a year. By using empirical information on catch rates, prices and costs, the model distributed the annual number of fishing days for the Danish seine fleet on months and fisheries.

The results obtained here were compared with the results from the biological effort distribution model that was based on log book data and calculated the actual distribution of effort measured as fishing days. Good accordance between the way fisherman actually allocated effort and the way they should allocate effort in order to maximize profit was found. The result implied that the fishermen in that particular fleet in that particular year behaved in a rational economic way.
Including fleet dynamics into a bioeconomic simulation model will allow testing for the efficiency of past and current regulations such as the EC structural policy and the possible effects of alternative management schemes.

The project will compliment the work of the STCF ad hoc working group where, in particular, the geographical dimension of the North Sea fishery and price formation are addressed. This project will concentrate on the structure of the fishing industry emphasizing the reaction of individual fishermen and fleets.

To serve as a common frame of reference, a bioeconomic model will be designed.
