EVALUATION of EMPLOYMENT POLICIES FOR YOUNG ADULTS IN EUROPE REGARD ING NON-INTENDED EFFECTS OF SOCIAL EXCLUSION

Obiettivo



The aim of the thematic network is to develop comprehensive and empirically enriched european knowledge about the mechanisms of social exclusion of young women and men (young adults up to 35 years) in the context of high unemployment rates all over Europe. The analyse will concentrate especially on the effects of employment policies for young people in 9 European regions. It starts from the thesis, that - in the face of a continuing dynamics of generally decreasing employment opportunities all over Europe - those measures tend to have non-intended desintegrative effects for young women and men instead of being integrative.

The main research questions will be:

- Which is the structure of such desintegrational processes within the different vocational training and employment systems?

- Which groups of young adults are mainly concerned and how are they concerned,

- How can such desintegrative effects be avoided within a european framework for integrational strategies.

Methodically, the network will develop new forms of intercultural scientific exchange between 9/10 partners, which all have broad experiences in the fields of theoretical and applied social and youth research. It aims at a mutual widening of research horizons by

- the development of a common (European) framework of evaluation criteria for secondary analysis of national data/studies

- converging and initiating a series of actual and planned local/regional studies of the partners of the thematic network according to this framework,

- the evaluation of cross-cultural-interviews between the partners.
The framework as well as the studies will consider a gender specific, ethnical and regional perspective.

Politically, the thematic network will have a strong impact by the dissemination of its results:

- a European conference "Mechanisms of Social Exclusion of Unemployed Young Women and Men" with representatives of European science, economy and politics,

- a common publication as recommendation paper for european and national policy against social exclusion of unemployed young people.

These will be useful basic knowledge important to change political integration measures with "paradox" desintegration effects into really integrational strategies. To implement these innovative impulses onto a regional, national and european level of integration politics, the partners of the network will use their knowledge to initiate a series of smaller local, national and european events, on which there will be worked out concrete political strategies.
