THE INSTALLATION OF A SYPHON TYPE SMALL HYDROELECTRIC GENERATING UNIT AT A BARRAGE ON THE RIVER SABOR

Cel

The installation and demonstration of a syphon type Kaplan turbine at an existing weir which will be refurbished and modified to suit this application. The spiral case of the turbine will be integrated into the weir structure and the turbine will be controlled only by adjustment of the blades.
The anticipated annual energy output is 515,000 kWh and the unit cost of the electricity produced will be 4. 6 escudos/kWh.
Power station commissioning in May 1991, connection to the national medium voltage in January 1992; from then on the electricity produced has been sold to the NATIONAL ELECTRICITY AUTHORITY.
Total definitive investment : 61,500 contos, making 385 EC Ecus.
Operating costs: 700 contos
Total cost per kWh of 22,2 escudos for an annual production of 515,000 kWh. Contractual procurement cost for the purchase of electricity from the NATIONAL ELECTRICITY AUTHORITY is 10.9 escudos/kWh. Taking into account the official flow-rate curve and the possibility of operating the power station in sluicing mode preferably during peak consumption hours, and charging the full tariff during the low flow-rate hours, the average price of the kWh is higher : 12.4 escudos/kWh. In these conditions the return on investment will be obtained after 12.2 years.
Experience has shown that the integration of small hydro-electric power stations in mountain areas, on rivers already, equipped with dams, is perfectly satisfactory as far as the technical mastery of the design and construction are concerned, as well as from the financial viewpoint. The only factor that cannot be entirely mastered if the forecast calculation of the river flow-rates based on readings and statistics. The exceptional periods of drought in western Europe in recent years have meant only 50% of the forecast production has been achieved. Thus, for the Gimonde power station's first year in operation electricity production, on the basis of 6 months in operation, has only reached 250,000 kWh instead of the 515,000 kWh that were forecast. This may have a negative effect on the time required for obtaining the return on investment.
The variable seasons flow and the low head at this point on the river led to the choice of a Kaplan turbine for this installation. Use is made of the existing weir, through modification, to render it suitable for the construction of a syphon type, vertical shaft, single regulated Kaplan turbine. The spiral case of the turbine is formed in concrete as an integral part of the structure of the weir. The 4 blade, regulated runner is mounted at the top of the structure and a conical steel draft tube extends down into the tailwater. A pneumatic pumping system automatically primes the turbine prior to operation.
A speed increasing gearbox and the generator are mounted outdoors above the turbine runner. The control equipment and the switchgear are housed in a building alongside the weir. The electricity produced by the unit will be sold to the National Electricity Authority.
