Cel As the EC Commission has pointed out, the broad integration of renewable energies (RE) at a local level comprises a strategy which extends beyond a purely technical approach. The objective of this research project is therefore to analyse the useful potentials of RE at community level and to develop concrete action proposals and plant concepts to increase the integration of these energy sources. The investigation approach is supranational, covering six towns/utilities from three EC countries (FR, GE, PO) which have already agreed to participate. A global integration concept for maximised use of RE over a period extending up to the year 2010 will be developed for each town. Special attention will be paid to the local energy market situation and to the role played by the principal operators in promoting the use of renewable energies. In an interdisciplinary approach (engineers, economists and sociologists) the principal operators involved in decisions in the relevant towns will be addressed and integrated in the preparation of the concept with a view to improving the prospects of implementation. This will make it possible to analyse the constraints affecting energy market penetration by the RE in detail. Use of these energies is often impeded not so much by a lack of technologies, but more by a number of obstacles such as general economic conditions or a lack of know-how on the part of local politicians, planners and installation firms. One important component to be derived from this is thus target-group-specific training and public awareness. On the basis of identified shortfalls in the knowledge and expertise available, special, high quality training programmes will be developed and at least one training session will be carried out on a model basis. Two to three large-scale showcase projects for the use of RE should be initiated in each town to support public awareness work and transfer expertise to local specialists. Prefeasibility studies will be drawn up for these showcase projects and intensive talks will be conducted with the principal operators involved about the prospects of implementation. On the basis of the supranational approach, an extensive exchange of information and experience will be organised during the project between the participating research institutions and the towns. Integration in Energie-Cite, the international network of towns, will ensure a broad-based and expert dissemination of the experiences and results achieved (concerted action). This new, integrative approach (economic, social, technical) allows a far-reaching analysis of the constraints affecting greater use of RE at community level, from which high quality recommendations can be derived for the EC both at a political economic level and in connection with further research projects within the context of the 4th Framework Programme for R&TD.
