Cel Showing on the basis of the experince from Schleswig-Holstein and Denmark, which conditions must be fullfilled in order to set-up an effective organization of energy savings, especially taking the existing experiences in both regions with energy consultancy schemes in the private household sector into account.The comparative evaluation between danish and german consultancy schemes so far shows, that such schemes need additional conditions (e.g. financial and / or legislative incentives), to be effective in terms of energy savings. Energy consultancy can only be an interesting measure, if bounded in a larger strategy to promote the energy conservation in the private household sector. Three different ways to design consultancy schemes can be distinguished and discribed in terms of special advantages and disadvantages. This description can be used to design future schemes according to the specific situation in a given country of the EU. Furthermore, the idea of a bottom-up-approach (starting with the households own attitudes and behaviour regarding energy conservation) is developed and should lead to a decision, if this method leads to better results than the "normal" topdown-approaches being predominant in this field up to now.The seemingly very positive first experiences with the danish thermal heat certificate have built up the major basis for the development of this project. After a discussion of different energy policy means to influence energy conservation in the private household sector, existing consultancy schemes in Denmark and Schleswig-Holstein are evaluated, mainly as a secondary analysis. Following this analysis of existing experiences suggestions are derived regarding the construction of future consultancy schemes for the EU.
