Cel The main aim of the proposed project is to determine the reasons for the ineffectiveness of Russia's current policy on anti-poverty and anti-social exclusion strategies and to define possible ways of improving it, through a broad, in-depth study of the interdependence of the phenomena of poverty and social exclusion, on the one hand, and particular models of behaviour in preserving health, on the other. Meeting this aim involves tackling the following objectives:- The impact of the economic reforms implemented in Russia since the early 1990s on the health of various sections of the urban population, taking into account gender aspects of the consequences of the reforms;- The views of various sections of the urban Russian population about what health and illness are, and their perceptions of health as a resource; determining the influence of these views on their own assessments of their health and on their choice of particular models for using official health services;- The mechanism of the interrelationship of poverty / social exclusion and state of health/ill-health;- The concepts and practices involved in ensuring access of poor sections of the population to health care services and of the reasons why there is a lack of programmes directed at individuals and families with poor health and at reintegrating badly-off people in poor health into society;- Comparison of Russian research data with the results of research into these issues in EU countries.The research methodology will include: 1) use of Pan-Russian Representative Survey materials; 2) an in-depth longitudinal panel survey of poor households; 3) a survey of 15 policy makers who are connected with health care services and to anti-poverty strategies.The results of the research be of importance in gaining:1) The development of targeted healthcare and social policy, helping Russia to preserve human potential, political stability and to continue a policy of market democratic reforms;2) The results will be presented to Russian policy-makers on federal and regional level. The concrete recommendations of social policy for keeping health of different groups of population will be offered to the Public Health Care Ministry. Also proposals will be concerning to the public health care system optimisation for help the poor health and social exclusion population. The methodological instrument for preparation of medical aid programs in regions will be devised;3) A deeper academic understanding of the impact of Russian reforms on population health in general and such issues, in particular, as the cultural variations in popular beliefs about health and illness in different societies, and how this affects the way in which people understand their own illness, and how they use official health services.Dissemination of the results will be through contributions to international conferences, academic papers, articles, a book, special workshops and INTERNET.
