Regional Innovation Strategy Development for Western Switzerland (RIS WS)

Switzerland is undergoing a fundamental change regarding its approach to the development of an innovation strategy. As a result of the formal association of Switzerland to the European Framework Programs new opportunities will emerge in the regions for e nterprise, science and education to co-operate with other European partners. On the national level, the State Secretariat for Economic Affairs (SECO) is about to put the Swiss Regional Policy on a new basis. The practice of targeting investments in tangi ble assets (buildings & infrastructure) will be replaced by a policy focused on innovation, networking and knowledge communities. This New Regional Policy is consistent with the European Commissions aim, set forth in the Lisbon 2000 declaration; to m ake Europe the worlds most competitive and dynamic knowledge-based economy by 2010. The six States of Western Switzerland Fribourg, Geneva, Jura, Neuchtel, Valais and Vaud - are aware of the need to develop a regional innovation strategy based on these new fundamentals. The six State Councilors of the Directorates of Economic Affairs have issued a clear statement of support for RIS-Western Switzerland and have authorised the submission of this proposal, with the objective of developing a regional inno vation system based on strong interfaces with European and national policies for innovation and economic development. The RIS process and methodology and the direct support from partners of experienced Innovating Regions in Europe (IRE) are considered as relevant European contributions for facilitating the consensus building process in Western Switzerland.
