European Universities: Rationales of Tradition and Change

Objective

This proposal aims to investigate Higher Education Institutions and apos; responses to the implementation of the so-called and apos;Bologna Process and apos; (BP) in four countries: FR, GRE, NOR and the UK. It is comparative multi-case study comprising tw o main steps: a) an overview of the national contexts and policies in Higher Education (HE); and b) an analysis of the organisational settings, actions and individual perceptions regarding the prospect of convergence. At the heart of the research lie the f ollowing questions: How do HE actors perceive the aims of the BP in the above-mentioned countries? Which institutional actions are taking place concerning its the implementation? Do these responses express tensions between the prospect of convergence of HE systems and the preservation of inherited national HE structures? By using a comparative approach for the investigation of national HE contexts, the actual policies and regulatory frameworks and by conducting case studies of HE institutions for an in-dept h analysis, the aims of this research project are: -to intensify our insight into the institutional responses to the BP. Detailed examples of actions and discourses, in relation to the institutional context in which they appear (within-case analysis), will be highlighted; -to examine the dynamics of change, including resistance and no-change, through within-case and cross-case analysis;-to engage with theoretical propositions drawn from a) Policy Attraction models in order to analyse reforms motivated by th e rational or rhetoric of and apos;common and apos; standards implementation and b) Path Dependence conceptualisation in order to understand structural and cultural continuities at the national and institutional levels;-to progress on the conceptualisatio n of the interplay between the macro-level policy and the culturally situated actors at the micro-level.The present project seeks to fill a gap in current research given the: a) obvious lack of empirical data
