Member States' licensing regimes in relation to scarce resources
The European Commission, DG XIII, has launched an open call to tender for a study on Member States' licensing regimes in relation to scarce resources in connection with the provision of telecommunications services. Licensing is a key aspect of the future regulatory framework for telecommunications in an open environment. On 14 November 1995 the Commission adopted a proposal for a Directive on a common framework for general authorizations and individual licences in the field of telecommunications services (COM(95) 545). Access to scarce resources (radio frequencies, public and private land, numbers, etc.) is an important issue with regard to the possibilities offered to new players to enter telecommunications markets. At the same time, the current regulatory situation in Member States with regard to management and allocation of resources like radio frequencies and numbers, as well as access to public and private land, appears relatively unclear. The purpose of the study is to provide the Commission with an overview of Member States' licensing regimes in relation to scarce resources.
