The European Commission, DG XIII, has published an invitation to tender for the completion of a study on "Technical and regulatory requirements for open access to broadband telecommunications networks and services for customers, service providers and content providers". The European Commission intends to launch a study in the domain of open network provision (ONP). The aim of this study is to make an inventory of technical facilities and proposals for regulatory measures required to ensure open access to broadband telecommunications networks and services. The study will examine the requirements for open access to broadband networks. The study will then examine technical facilities under development in international standardization organizations and fora, in particular ITU-T, ETSI, ATM-forum DAVIC (Digital Audiovisual Council), as well as regulatory measures already defined or under development in the EU Member States and in selected other countries and regions, in particular, the USA, Australia and Japan. On the basis of the results of this examination, the study will formulate recommendations on regulatory requirements where needed, to ensure open access to broadband-ISDN networks and services.
