Telematics Applications programme: Integrated applications for digital sites
The European Commission, DG XIII, has launched a call for proposals on integrated applications for digital sites within the framework of the Community's specific RTD programme in the field of Telematics Applications of common interest. The objective of this call is to investigate, through development and validation work (i.e. verification and demonstration) on digital sites, to what extent information and/or communication technology-based integrated applications are appropriate to meet the diversified needs of citizens, business communities and non-profit organizations in a user-friendly and cost effective manner. Under this call, proposals are invited, within the objectives and scope of the Telematics Applications programme, under the following support actions: - IADS 1: Regrouping and/or reinforcing of on-going projects in the Telematics Applications programme; - IADS 2: New projects dealing with development and validation of integrated applications; - IADS 3: Facilitating the input of validated research results into the standardization process and stimulating the transfer of developed standards into practical implementations; - IADS 4: Studies to prepare RTD activities on integrated applications in suitable sites such as towns, cities or regions in order to evaluate their potential as future digital sites. For the first two actions of this call (IADS 1 and IADS 2), a two-stage procedure will be implemented. In the first stage, a brief, focused and structured pre-proposal, as described in the information package, should be submitted to the Commission. Following evaluation of the pre-proposals, a selected number of proposers will be invited, before the end of March 1997, to submit full proposals. The indicative budgetary allocation for this call is about ECU 50 million in terms of EU contribution. The programme is also open to organizations from European Third Countries. In order to facilitate participation of organizations from the Central and Eastern European Countries, and from the European Countries of the former Soviet Union, Community financial support can be made available. Details of Third Country participation possibilities are contained in the information package. Detailed information concerning the work programme, the evaluation criteria for the first stage pre-proposals and the second stage full proposals and the procedure to follow for the submission of proposals are included in the information package (version dated 17.12.1996). This information package and the standard contract that will be established in respect of selected proposals are available on request from the Commission's services. The description of work undertaken in previous programmes and related activities will also be provided upon request. The Commission services may reject a proposal which does not follow the procedures outlined in the information package. Potential proposers are strongly advised to obtain all necessary information before making a proposal.
