Europe Startup Nations Alliance (ESNA) emerged during the Portuguese Presidency of the European Union (PPUE) in early 2021. The diagnoses conducted highlighted that Europe lags in entrepreneurship relative indicators compared to more robust global regions with advanced startup ecosystems, like the North America region.
The ESNA was created with the ambitious vision of help placing Europe at the forefront of the global startup ecosystem, with a mission to accelerate the growth of European entrepreneurship levels by improving European and national policy contexts. Its aim is to continuously identify and develop best practices that support sustainable policies and to provide an important and up-to-date information on startup ecosystem based on the analysis of objective data collected by each member state on a single digital platform.

Initial work concentrated on establishing ESNA's formal structures, admitting the first members, and building up its capacities.
ESNA began its activity on January 1, 2022 following the signing of the EU Startup Nations Standards of Excellence (Ministerial Declaration) by 26 EU member states along with Iceland.
The current members of the Board of Directors were appointed at the General Assembly meeting held on May 2, 2023, for the 2023-2024 term. The Advisory Board began its function in 2023, also for the 2023-2024 term. In 2024, a new Presidency Board was appointed. As of 30 June 2024, ESNA has a total of 18 members, with 5 of them serving as Presidency Associates. By the end of June, the ESNA team comprised 15 collaborators, including the Board of Directors.

ESNA aims to create a synchronized approach, helping Member States enhance entrepreneurial conditions in line with Startup Nations Standards. Its aim is to empower startups and drive economic growth, innovation and sustainability in Europe. Some key aspects to ESNA success have been fostering cooperation between countries, , promoting technology and innovation, and emphasising sustainable contributions. ESNA's focus is on building a robust entrepreneurial landscape in Europe for startup-driven prosperity and technological progress.Key achievements include the SNS Reports 2022 and 2023, the ESNA Forum Event, and an Advisory Board Meeting. ESNA also launched a Service Line to address country-specific needs and implemented four staff exchange schemes to enhance collaboration.
