ESNA emerged during the Portuguese Presidency of the European Union (PPUE) in early 2021. The diagnoses conducted highlighted that Europe lags in entrepreneurship relative indicators compared to more robust global regions with advanced startup ecosystems, like the North America region.
Some of the main factors of North American market attractiveness when compared to the European market are the exodus of startups to this continent in search of funding and a more favourable entrepreneurial culture. These factors include greater openness and access to a large and highly dynamic internal market, well-crafted public policies, and specialized programs and postgraduate courses tailored for entrepreneurship. These elements contribute to the attractiveness of the American market and highlight the challenges faced by Europe in maintaining its competitiveness.
The Europe Startup Nations Alliance was created with the ambitious vision of help placing Europe at the forefront of the global startup ecosystem, with a mission to accelerate the growth of European entrepreneurship levels by improving European and national policy contexts. Its aim is to continuously identify and develop best practices that support sustainable policies and to provide an important and up-to-date information on startup ecosystem based on the analysis of objective data collected by each member state on a single digital platform.
Initial work concentrated on establishing ESNA's formal structures, admitting the first members, and building up its capacities. Currently, ESNA has a total of 15 members, with 5 of them as Presidency Associates and 10 as Associate Members.
During the first year of full operation, ESNA made substantial progress in forming its mandatory social bodies as outlined in its articles of association. In 2022, ESNA successfully nominated the General Assembly Board, the Presidency Board, and the Sole Auditor. In 2023, ESNA nominated the Board of Directors and the Advisory Board.

ESNA aims to create a synchronized approach, helping Member States enhance entrepreneurial conditions in line with Startup Nations Standards. Its aim is to empower startups and drive economic growth, innovation and sustainability in Europe. Some key aspects to ESNA success have been fostering cooperation between countries, , promoting technology and innovation, and emphasising sustainable contributions. ESNA's focus is on building a robust entrepreneurial landscape in Europe for startup-driven prosperity and technological progress.
