Periodic Reporting for period 1 - NEB-STAR (New European Bauhaus STAvangeR)

NEB-STAR, as the first-generation New European Bauhaus (NEB) Lighthouse project, aims to demonstrate how cities can make the transition to climate neutrality inclusive, beautiful and sustainable - for, by and with all stakeholders. NEB-STAR is running 4 Demonstrators (12-month area-based experiments) in 2 Testbeds (experimental transformation areas) in Stavanger and additional 2 Demonstrators in Utrecht and Prague as Twinning Cities. Partners and stakeholders will jointly create and test transformative solutions to address these emblematic challenges through co-creation and citizen engagement approaches.
The learnings from these Demonstrators and Testbeds will help accelerate Stavanger’s Territorial Transformation Plan towards climate neutrality with NEB values and principles at the core, as a lighthouse for other Nordic and European cities.
In this manner, NEB-STAR provides experimentation, demonstration, insight, and guidance on operationalising NEB values and principles in urban transitions in cooperation with the twinning cities Prague and Utrecht, and peers in Europe and the Nordics.
The project will deliver a Detailed Roadmap for full-scale implementation of Stavanger’s Territorial Transformation Plan, supported by an extensive Co-Creation Process, a Portfolio of Policy Strategies and Tools, and Financial and Partnership Models.
These are co-created with local stakeholders and partners, tested in Demonstrators in the three cities, jointly evaluated with stakeholders and experts, and will be exploited and replicated in cooperation with Nordic and European NEB and Missions communities.

NEB values and principles are used to address four emblematic challenges:
- Challenges linked to use, preservation & reconstruction of existing infrastructure and heritage: co-creating a new sense of aesthetics for climate-neutral cities and communities that captures places' unique qualities, history and potential, and generates a sense of belonging, pride and ownership;
- Environmental and climate adaptation challenges: Reconnecting with nature to boost resilience and a sense of community, giving new life to the spaces in between buildings through food and nature;
- Social challenges: Creating temporary meeting spaces in urban transition areas, that embrace diversity and strengthen the identity and uniqueness of people and places that need it most;
- Economic and territorial challenges linked to the green transition: Co-creating co-benefits for the neighbourhood and city through multi-functional use of spaces and infrastructures.

NEB-STAR will contribute to The New European Bauhaus and the Transition to Climate Neutrality by:
- Developing a Detailed Roadmap for the full implementation of Stavanger’s TTP, with NEB values and principles at its core.
- Developing a Portfolio of Policy Strategies, Tools, Financial and Partnership Models
- Twinning with Prague and Utrecht, as a first proof of concept of European cooperation and transferability
- Developing, testing and validating the NEB-STAR Impact Model to capture the social, cultural, financial, governance and technical impact on the built environment, and the stakeholders that affect /are affected by them.
- Showcasing clear co-benefits of NEB approaches in cities’ transitions
- Developing Progress Stories co-created with local stakeholders and partners, policy briefs and Solution Booklets to present evidence-based results
- Integrating NEB-STAR learnings into the Norwegian and Nordic Smart Cities roadmaps.
- Providing guidance and examples for other cities to include NEB-STAR results and NEB values into their transitions plans, supporting the European Green Deal
- Providing Partnership and Financial Models to unlock value and additional investment for NEB-inspired transitions
- Cooperating with the other NEB Lighthouse projects to learn from each other and support transferability of knowledge and experiences across projects, cities and communities
The Stavanger TTP work has identified key windows of opportunity in the strategic processes (such as area plans, societal transformation plans, finance plans, etc.). Collaboration structures and impact pathways are set up within the municipality and with local stakeholders, as well as in the project as a whole, to act on them as the project progresses.
NEB-STAR has established its testbeds and demonstrators in the three cities: Stavanger, Utrecht and Prague. These are providing experimentation in NEB-inspired interventions and co-creation and inform the TTP work. Partners have established the relevant structures and processes on the ground together with feasibility studies on how to operate the demonstrators. The project has explored how to translate the NEB values of aesthetics, inclusiveness and sustainability into practice. The twinning cities Prague and Utrecht provide additional tools and experimentation. Prague further developed its data-driven approaches and its Urbania 2.0 exhibition into the Prague Pixels art installation. Utrecht has worked with its Barcode tool for quantitative and qualitative assessment of multi-functional area use.
Sustainability is considered in the testbed interventions and the wider area transformations, and is linked to the Stavanger Climate City Contract (CCC) with NetZeroCities. Financial viability and non-monetary value propositions are considered through the Impact Model and in the partnership and finance tasks.
NEB-STAR utilises the CrAFt Impact Model to help integrate NEB values and principles into the testbeds, demonstrators, and the TTP.
NEB-STAR is working with a range of NEB initiatives and actors, in direct interactions or strategic collaborations.
The NEB-STAR activities and processes in its testbeds, interventions, and TTPs, and its portfolio of results have the potential to inform other cities and actors on how to implement NEB principles in urban transformations, based on the qualified experiences in the three cities. The testbed experimentation is ongoing, and reflection and validation steps will take place during the second project half when experiences can be compiled across multiple contexts. Initial Deliverables are already available on the project website, presenting frameworks, approaches, tools, and methods to be tested, hypotheses of their use in the testbeds, and initial reflections and learnings.
