Open Policy Analysis on Innovation in Music

This document describes the policy context regarding innovation and future trends in music ecosystems in Europe. The document is informed by the outcomes of the Music Tech Summit held at the Linecheck festival. The document will also include a chapter consisting of selected, non-proprietary and non-confidential information on the outcomes of T4.3 Pilot study on in-store playlist localisation.

The policy context regarding the economy of music in Europe is described. It is designed to be readable as a stand-alone deliverable, but the data it presents will also be integrated into D5.1.

Policy Brief 1

To inform government policymakers (EU/national/local) and other interested stakeholders a first policy brief document is produced summerising legal issues, relevant data and possible approaches for e.g., lawmakers. First recommendations and feasible options are presented to facilitate future targeted actions.

Music diversity and circulation: Novel data collection methods and indicators

Identification of critical research questions, data sources and gaps, and data collection methods regarding music diversity and circulation in Europe. It also presents indicators co-developed to measure the aspects of diversity and circulation. The indicator candidates are reviewed and selected indicators are added to the Open Music Observatory (D5.1).

Report on the pilot study on music diversity and circulation

The pilot study design, implementation, and results are described, and the transfer potential of the pilot study to other European music ecosystems is analysed as a new best practice. The deliverable will follow Open Policy Analysis guidelines.

Description and analysis of the policy and legislative actions to be implemented in order to ensure the availability of and access to data sources responding to the indicators identified.

Comprehensive indicators for the assessment of European music ecosystems

This deliverable harmonises indicators across the domains of music economies (WP1), music diversity and circulation (WP2), and music, society, and citizenship (WP3). The revised indicators will be added to the Open Music Observatory (D5.1).

Report on Music Data Improvement Initiatives

The report will cover the state-of-the-art and new (technological) opportunities, and will contain cost-benefit analyses and policy recommendations.

Refined recommendations and feasible options are presented to facilitate future targeted actions.

Report on Music, Society, and Citizenship in Europe

Key aspects of the policy context regarding music, society, and citizenship in selected target countries in particular, and in Europe in general, are described. Topics addressed shall include (for instance) audience interactions with music, amateur practices, music education, and the environmental, social, and governance sustainability of music ecosystems. Topical sections will be released iteratively as discussion papers/policy briefs via the Open Music Observatory (D5.1), and then consolidated as D2.2. Secondary data shall be included on an EU27 level where available. Novel primary data shall be included on the countries surveyed. As WP4 focuses on software tool development, this analysis also addresses selected policy-relevant topics in music technology and innovation.

Music, Society, and Citizenship: Novel data collection methods and indicators

It also presents composite indicators developed to measure the social value and contributions of music. The second iteration will be reviewed by selected stakeholders. The indicators will furthermore be added to the Open Music Observatory (D5.1).

The pilot study design, implementation, and results are described. The transfer potential of the pilot study to other European music ecosystems is analysed.

Economy of music in Europe: Methods and indicators

Following the Open Policy Analysis Guidelines, this deliverable identifies critical research questions, data sources and gaps, and data collection methods regarding the economy of music in Europe. It also presents indicators co-developed to measure the economy of music in Europe. The indicator candidates are reviewed and selected indicators are added to the Open Music Observatory (D5.1).

Open-source music data software ecosystem

Final iteration of an open-source, software-as-a-service (SaaS) ecosystem of tools for music data collection, which improves and integrates the packages eurostat, regions, iotables, retroharmonize, and spotifyr. It will be validated by stakeholders and delivered in the form of an open repository with full usability documentation.

Open Music Observatory

A highly automated, decentralised intelligence hub that aggregates open data and creates dynamic, live policy documents and visualisations that refresh as the backend data refresh. The OMO will be augmented with manually created content such as analysis.
