GREEN-PATHS: European Knowledge Hub On Just Transition Pathways

Periodic Reporting for period 1 - GREENPATHS (GREEN-PATHS: European Knowledge Hub On Just Transition Pathways)

GreenPaths is a Coordination and Support Action project that addresses the complex and multi-dimensional nature of the planned transition and aims to focus on supporting a "just" transition.

Based on an enhanced understanding of the key issues and challenges influencing the transitions, and an in-depth review and synthesis of the latest and most relevant research, GreenPaths will enable the development and adoption of more coherent and effective policy strategies and instruments, furthering the positive outcomes and reducing the negative impacts on environmental sustainability and social well-being.

To improve the design, governance and implementation of transition strategies, GreenPaths pays particular attention to the European Green Deal, the Fit for 55 package, and the actions funded by the Just Transition Fund and the European Social Fund+.

GreenPaths has six key objectives. These are to:

1) Map and explain links between policies, environmental sustainability and social well-being;

2) Identify and assess indicators and tools to analyse interactions between climate interdependencies, environmental sustainability and social well-being;

3) Develop systemic, in-depth and innovative understandings of green transition policies and approaches vis-à-vis social impacts and trade-offs;

4) Offer new insights into the relevance and significance of institutional, regulatory and legal frameworks affecting the green transitions;

5) Produce policy recommendations for desirable changes in European and national policies through a multi-stakeholder backcasting approach and the participatory design of lighthouse projects;

6) Facilitate an enhanced civil society-stakeholder-policy dialogue on green transition pathways.

These objectives will be achieved by the well positioned, consortium with long-term experience on the topic through a comprehensive mixed-methods approach, to be tested and grounded in a series of case studies, which lead into a more participatory and influential engagement with policymakers, civil society organisations and other relevant stakeholders.
The work performed and main technical and scientific achievements in the first six months of the project are as follows:

1) A discussion paper and set of infographics on the links between green transition policy interventions, environmental systainability and social welfare (completed).

2) A review and preliminary assessment of conceptual and methodological approaches to social impacts, considering policies currently being implemented in Europe,focusing on social and economic impacts (completed).

3) A hybrid seminar to deliberate on the first stage of the work performed by the consortium. Feedbac and comments were received from various members of the GreenPaths' External Advisory Board, and scholars and representatives from NGOs and Civil Society outside the project (completed).

4) A set of enhanced indicators for use in assessing the social impacts of green transitions (partially completed).

5) A report reviewing previous research projects linked to green transitions (partially completed).

6) A report reviewing institutional frameworks and tools linked to green transitions (partially completed).

7) The Governing Structure of the project has been established, including an Ethics Mentor.

8) A Project Management Plan and a Data Management Plan were completed.

9) Project scientific and technological objectives according to budget and schedule, including efficient internal communication, information flow and conflict resolution have been achieved through the Project Management Plan, creation of the tailored TEAMS platform,monthly online General meetings, regular online Steering Committee meetings,creation of minutes, meeting agendas,helpdesk service and the Consortium Agreement.o
The GreenPaths project aims to set a new benchmark in the production and dissemination of knowledge related to social impact assessments geared towards just green transitions. Its results achieved in the first six months of the project's life have started to have scientific, social and economic impact.

GreenPaths has produced scientific impact by producing work that synthesises what is already known in existing works about the linkages between policy, environmental and social outcomes. In addition, its bringing together of scholars, NGOs, Civil Society representatives and other actors enriches and reinforces human capital as regards scientific research effort. As GreenPaths members produce more output, including publications, documents and reports, its scientific impact on this topic will grow.

As regards social impact, GreenPaths' work on the just transition aligns well with EU policy priorities and global challenges. Initial work has focused on describing, analysing and mapping linkages between policy, environmental and social outcomes, whilst work has also begun to identify relevant frameworks, tools and indicators useful when assessing green transitions. On the basis of this work, future contributions to social impact will be made when the consortium produces work on the social acceptability,feasibility and cost-benefit of different green transitions.

As regards economic impact, the contribution of GreenPaths lies mainly in its work related to the aim of creating more and better jobs. So far, impact here includes describing, analysing and mapping linkages between policy, environmental and social outcomes in specific economic sectors, as well as work that has begun on identifying frameworks, tools and indicators to assess green transitions. In a next phase, all this knowledge will be used to analyse the social acceptability, feasibility and cost-benefit of different transition policies,with a view to strengthen labour impact assessments towards green transition, and improve policy design and implementation in Europe.
