Quality management metrics for transformation

Obiettivo

The mission of the Quanta Project is to enhance the competitiveness, quality and efficiency of the European service sector by providing a quality management tool and methodology that applies quantitative Total Quality Management (TQM) principles to the radical change offered by Business Process Re-engineering (BPR). Quanta will exploit state of the art Internet Information Technology to support the application of these traditionally manufacturing-centric approaches to the service sector.

Key themes are the:
development and application of European business performance factors;
analysis of their synergistic impact on business effectiveness.
The project adopts the BPR philosophy and considers the strategic potential of human and IT resources in advancing competitiveness.
In support of this mission, the specific objectives of Quanta are:
to establish a European model of business performance and effectiveness criteria which supplement the existing quality models (TQM, ISO9000) and adapt them to BPR needs;
to customize and demonstrate the models in the Insurance sector and show its applicability in the Service sector;
to develop the missing computer-based European business performance metrics tool in order to supplement existing BPR tools.
The Quanta consortium consists of two partners, and three supplier partners. The user organisations comprise two insurance companies, based in Greece and the UK. The suppliers include a UK-based management consultancy organisation, and two software houses, one based in Greece and the other in the UK.
The project comprises a number of work-packages:
an initial phase, during which the initial business models of the user organisations will be developed by the supplier partners;
a second phase, during which tools will be specified and developed;
a trial and evaluation phase, during which the tools will be applied by the user organisations, strategic action plans defined and implemented, and results evaluated;
a dissemination phase, which will ensure the results are published and promoted both during the project and following completion of the work.
The business models will be developed using Fuzzy Cognitive Mapping methodology. This technique identifies individual business drivers, and links them via causal beliefs. The models will take into account business, social and technical factors.
The supplier partners intend to commercialise the methodology and tools which will be developed during the Quanta project. The user partners expect to obtain significant increases in competitiveness through the application of the Quanta methodology.
