Measurement and health and safety impact of N-nitroso compounds (nitrosamines) and their precursors in the ambient air of workplaces in coking plants and iron and steel works

The aim of this research is to measure N-nitroso compounds (nitrosamines) and their precursors (amines, nitrated aromatic compounds) in the ambient air of workplaces in coking plants and iron and steel works.

Several N-nitroso compounds or nitrosamines are well-known carcinogens. They are mainly formed by the reaction of nitrogen dioxide from the air with amines, some of which are also carcinogenic.

Three types of plant are a priori affected by the problem of nitrosamines and their precursors:

(a) Cold-rolling mills

The presence of carcinogenic nitrosamines in the cutting fluids used in a cold-rolling mill was revealed some time ago in a publication. In this case, the nitrosamines are formed from the nitrites and amines present in the formulation used. In theory, nitrite-based formulations are now prohibited in the oils, lubricants and machine fluids used in cold-rolling mills.

However, in view of:

- the very rapid development of the formulations currently used
- their large number
- the secrecy surrounding the production of such formulations
- the almost total absence of monitoring of nitrosamines and their precursors in the ambient air of workplaces,

the presence of amines and N-nitroso-type compounds in cold-rolling mills cannot be excluded.

(b) Organic coating lines

This type of plant is on the increase in the Community steel industry. Many of the lacquer, varnish and paint formulations used contain amines. As in the case of the cold-rolling mills, there is a potential risk of finding amines and nitrosamines in the ambient air of workplaces in these installations.

(c) Coking plants

The coal of the coal charge contains 1 to 2% nitrogen. Its distillation in coking ovens leads to the formation of amines. There is therefore a risk that amines and nitrosamines will be present in the emissions from coking ovens (leaks: doors, stoppers, risers), as nitrosamines can form directly during coal distillation or discharge of amines to the air (reaction with NO2).

The US Environment Protection Agency has reported the presence of 2-beta-naphthylamine in the fugitive emissions from coking plants. However, there is a total lack of measurement data worldwide on nitrosamines and their precursors in the ambient air of workplaces in coking plants.

Nitrosamine sampling and analysis is a delicate, complex process:

- sampling can lead to artefacts resulting from the reaction of amines adsorbed on the constituent materials of the sampling system with nitrogen dioxide

- the analysis is always controversial.

Sampling and analysis of nitrosamines and their precursors is closely linked to the quality of the ambient air in the industry concerned. No initiative has yet been taken in this area to adapt sampling and analysis of nitrosamines and their precursors to the specific conditions of coking plants and iron and steel works.

For the ECSC industries, the lack of knowledge on worker exposure to nitrosamines and their precursors is a serious disadvantage.

This project has the following objectives:

- to promote sampling and analysis techniques for nitrosamines and their precursors adapted to the specific conditions of workplaces in cold-rolling mills, organic coating lines and coking plants

- to harmonize sampling and analysis techniques among the three organizations

- to propose to the ECSC industries standardized methods for sampling and analysis of nitrosamines and their precursors

- to assess worker exposure in coking plants and iron and steel works.
