Ecodesign and Energy Labelling are estimated to contribute with some 162 Mtoe primary energy savings in 2020. But poor compliance holds back the full saving potential of the energy efficiency policies.

Energy Efficiency Compliant Products 3 - EEPLIANT3 (www.eepliant.eu) was the largest pan-EU Concerted Action to date on energy efficiency market surveillance. 24 Market Surveillance Authorities (MSAs) and 5 organisations from 20 EU Member States plus Turkey worked together to accelerate the transformation of the effectiveness and efficiency of the EU market surveillance on Ecodesign and Energy Labelling, promote sustainability, and support the green transition (as part of the European Green Deal and the New Consumers Agenda). EEPLIANT3's main objective was to help deliver the intended economic and environmental benefits of the Ecodesign and Energy Labelling framework by identifying free-riding non-compliant products to the benefit of the European consumer and law-abiding manufacturers. In addition, a cluster of five capacity-building activities helped national market surveillance authorities (MSAs) build new skills and expertise, improve collaboration, and harmonise their working practices.

EEPLIANT3 verified the compliance and energy performance of six categories of products placed on the EU market:

- Air conditioners and Comfort fans;
- Household tumble dryers;
- Water heaters and Hot water storage tanks;
- Ventilation units;
- Light sources; and
- Local space heaters.

Building on the success, good practices and lessons learnt of the former EEPLIANT1 (2015-17) and EEPLIANT2 (2017-20) Joint Actions, the EEPLIANT3 Concerted Action created multiple long-lasting benefits for the environment, EU citizens/consumers, and businesses. EEPLIANT3's impact assessment has estimated that the cumulative energy losses from product non-compliance with the energy efficiency requirements before EEPLIANT3’s interventions are estimated to over 15 TWh by 2033.
The work of the project working groups has been completed in accordance with the agreed project plan.

WP1 undertook the financial and admin management of the project, along with quality controls and the quality improvement of processes and outputs. Notable impacts were achieved through the implementation of an omnibus public communication and outreach strategy, including social media, stakeholder engagement, and project-related presentations at national and international events. Besides the coordination and organisation of project meetings, WP1 steered and organised four Management Team and Advisory Boards meetings throughout the project duration.

While not statistically representative due to the risk-based approach to product selection, EEPLIANT3's inspections revealed distressing levels of non-compliance with energy label and information requirements across the product groups. Likewise, compliance verification testing performed by accredited laboratories has also detected significant levels of suspected non-compliance.

Yet, EEPLIANT3’s impact stretches beyond mere product testing and inspections. The project’s capacity-building activities and their outcomes, including new digital tools, collaborative methods, guidelines, and training materials, have helped market surveillance officials build knowledge and experience, enhance their collaboration, and thus improve the effectiveness and efficiency of market surveillance.
Overview of achievements beyond the state of the art and key exploitable results to date (RP1):

- An upgraded EEPLIANT3 ‘Knowledge Base’ and ‘Toolbox’ on the EEPLIANT cluster website

- A user friendly EEPLIANT3 Wiki Confluence space with an ingenious embedded Rapid Advice eForum (RAF) and an e-Library with documents and tools

- Mapping of existing IT tools used by EU MSAs - see deliv. D2.1

- Multiple intra-consortium and external synergies of added value, including work with the ED/EL ADCO for testing a proof of concept risk assessment methodology and collaboration with the EU-funded STARTER project in Ukraine.

- Development of common approaches and procedures on product screening and inspection

- A Round Robin inspection exercise on technical documentation under WP9 and WP12

- A suite of five IT tools available to all EU MSAs.

- An omnibus communication and stakeholder outreach strategy
