Advanced security solution for the civil aviation sector

The threat of terrorist attacks has intensified security checks in the civil aviation sector. Passenger screening takes much longer now – from 350 passengers per hour in 2003 to 150 today. A prototype scanning solution can speed up the process. The device uses an intelligent trolley on which passengers’ luggage is posted. After scanning, suspicious items are isolated. The new device can significantly reduce the queue and the cost of scanning. The EU-funded XSPERINSE project will redesign and adapt the device for an upgraded form of currently-used metal detectors that has minimal power requirements and prepare it for commercialisation.

Objective

The civil aviation sector is facing the dual challenges of high sustained demand for passenger air travel and increasing security requirements. In response to terrorist attacks passengers are required to remove liquids, aerosols and gels (LAGs) and electronic devices from hand luggage prior to it being scanned. This has resulted in longer passenger screening queues and a significant increase in the time for passenger to pass through airport security checks, reducing the number of passengers screened per hour from 350 in 2003 to average of 150 today.
We have created a prototype scanning solution which complies with the new performance requirements (EDSCB C3) for hand luggage scanners. It consists of a novel multi-view, multi-spectral, CT type luggage scanner based on a new multi-energy (ME) X-ray scanner system and uses a dedicated intelligent trolley into which passengers place their hand luggage without having to unpack it. The entire trolley is then scanned, and any suspicious items automatically flagged for checking by security personnel. This provides a more relaxed security screening experience and minimises queuing. Our scanner solution increases the total passenger throughput from 150 to 600 per hour, while increasing the surface efficiency (passenger screened per sq m) with 362% and requiring 35% fewer operators. The solution also reduces the screening cost (luggage scanning cost per passenger) from EUR 5 to EUR 2.8 compared to current solutions, resulting in cost savings of EUR 55,000,000 per year.
In XSPERINSE we will revise the design of the prototype scanner to produce a version that incorporates an upgraded version of the
currently used ME detector tailored to the specific requirements of the scanner and implement new data analysis algorithms and reduce the scanner’s power consumption. These activities will result in demonstrating our solutions competitive advantages through a large-scale testing and prepare it for commercialisation.
