The Spanish permanent multilateral Smart Finance FORUM for Smart Buildings

Periodic Reporting for period 2 - AUNA (The Spanish permanent multilateral Smart Finance FORUM for Smart Buildings)

Periodo di rendicontazione: 2021-10-01 al 2022-09-30

AÚNA addresses the lack of dialogue between the different sustainable building sector: construction, energy, financing. Each one speaks a language with specialized words difficult to understand by others and the citizenship.

This lack of dialogue becomes a problem for the escalation of sustainable building and in particular of the energy renovation of buildings, which requires the agreement of all the actors.

AÚNA fosters this dialogue by the creation of a Forum, which is the dialogue itself as well as the actors who participate in it, and even the space (mostly virtual lately) where the conversations take place.

This action is important for society because building renovation is an essential way to achieve decarbonization, and it has very important societal benefits as health and comfort, property value update, job creation and economy activation.

This financial dialogue Forum has become even more important as the project had to adapt first to the covid 19, and later on to the war in Ukraine situation, which have brought considerable ups and downs in social and economic terms, first increasing the uncertainty, later on with the decisive game changer of the Recovery Funds Next Generation EU, landed in Spain through the Plan España Puede, where building renovation receives high financial consideration in proper adaptation of the EU policies of decarbonization in the building sector (Renovation Wave), and in general (Fit for 55)…. and finally with the overall inflationary situation and the increase of the energy prices, in combination with the national measures to reduce the impact of these onto the household’s economies.

AÚNA focusses on home renovation as this is the largest renovation space, and the one in highest need for support.

In this sense, the project-specific objectives are:

1: Promote a common understanding of energy efficiency financing for buildings renovation among the varied stakeholders related to the sector.
2: Develop and strengthen permanent stakeholders’ platforms integrating relevant actors from all key groups of the building sector.
3: Involve stakeholders across Spain in permanent multilateral discussions on energy efficiency investments in existing buildings
4: Identify, analyse and set up the basis to upscale existing best practice initiatives (at Spanish and European level) on the financing of energy efficiency in the building sector.
5: Provide input and feed policy making to support the implementation of new financial models and improve the already existing ones
6: Provide recommendations to policy makers to create appropriate mechanisms to support the mobilisation of investments into energy-efficient renovation of buildings
7: Disseminate the Project’s results and outputs to reach further stakeholders not directly involved in the roundtables.
The structure of the events program of the AÚNA Forum was initially planned as a “circular journey” from the present version of the Spanish Long Term Renovation Strategy (ERESEE 2020) to the next version, ERESEE 2023, with three inner cycles (with two webinars and one Debate Table) of: Demand (as seen from the citizens), Offer (as seen from the industry and the financial world) and Value (the space where all must converge as the perception of an increased value by all will guarantee growth and escalation.

In the course of the process, in the revision of the EPBD, the 2023 version of the ERESEE was substituted by the National Building Renovation Plan 2025, which will finally take place in 2026, so the Project had to adapt itself to channel the bases for this output to take place in the future.

Best practices are presented at the Webinars, all of which are open to experts as well as general public. The Debate Tables include an open section of keynote speeches and a closed discussion among experts.

The events AÚNA has hosted in its two-year calendar are:

AÚNA has been successful in starting the unification of the languages and the conversations.

Through its own events, as well as through the label “AÚNA connected event”, (which is the way AÚNA has to also be part of the related events organized by others), AÚNA has been able to strengthen relationships with all the community, becoming central at the discussion of building renovation financing, having publicly received the acknowledgement of top Government officials.

It has increased the size of the renovation community (especially with the financial stakeholders, which practically has multiplied by ten), facilitating connections and alliances, and achieving a relatively high cohesion among them.

It goes on stressing the importance of actually reaching the citizens in order to make renovation attractive and them interested, and has given solid steps in terms of communicating it, through its webpage facility.

It has created a substantial agreement on the state of the market, the difficulties and the steps to follow, now that the transition has started.

An essential part of this agreement is that the moment is ripe but it also is extremely difficult, so collaboration is strongly needed, and AÚNA appears to be in an extraordinary position to continue the work as the leading Forum in Spain on building renovation financing.
