Periodic Reporting for period 2 - inGOV (Inclusive Governance Models and ICT Tools for Integrated Public Service Co-Creation and Provision)

Improving interoperability and efficiency in public administration is crucial for enhancing the quality and accessibility of public services. This directly impacts societal welfare by ensuring that citizens and businesses receive timely and effective services. Efficient public administration also contributes to greater transparency, accountability, and trust in government institutions. The project’s focus on co-creation and stakeholder engagement aims to address societal needs more accurately and inclusively, leading to better governance outcomes.
The overall objectives of the inGOV project are:
-Enhance Interoperability: Develop and implement solutions that improve interoperability within and between different public administrations. This includes creating a holistic framework and ICT tools to facilitate better data sharing and process integration.
-Pilot Implementation and Evaluation: Conduct pilot projects in 4 countries (Austria, Croatia, Greece, and Malta) to test and refine the developed solutions. These pilots involve co-creation activities and workshops to gather feedback and ensure the solutions meet real-world needs. The pilot activities and the overall project impact using specific KPIs and expert evaluations were continuously evaluated. This iterative process aimed to refine the solutions and ensure they deliver the intended benefits.
-Capacity Building: Organize training workshops and develop capacity-building materials to support the implementation and adoption of the project’s solutions. This includes online courses and tutorials to educate stakeholders on using the new tools and frameworks effectively.
-Sustainability and Dissemination: Ensure the sustainability of the project outcomes by engaging with stakeholders and disseminating the results through various channels, including online platforms and publications.
The inGOV project has successfully addressed its objectives by overcoming various challenges, including delays due to political changes and interoperability issues. The pilots have demonstrated significant progress, with the necessary legal agreements now in place, allowing for the acceleration of activities and successful delivery of objectives. The project's co-creation and capacity-building efforts have been well-received, providing valuable insights and fostering collaboration among stakeholders. Overall, the project has made significant strides towards enhancing the efficiency and interoperability of public administrations, with positive implications for societal welfare .
More specifically, the final version of the IPS holistic framework was developed for practitioners with 33 recommendations and 59 KPIs based on literature review, best practice cases, and pilot experiences from Malta, Croatia, Greece, and Austria. The framework was enhanced through continuous updates and insights gathered from the pilots and other related projects.
With regards to technical developments, the final release of the architecture and the ICT tools were accomplished, i.e. an architecture framework based on v6.0 release of EIRA that was instantiated for each one of the pilots and final prototypes of all all tools, according to the architecture specifications.
In addition, extensive planning, operation, and final evaluation of pilots was implemented. This included capacity-building activities to ensure that the outcomes could be effectively implemented post-project.
In order to ensure sustainability, the following were accomplished:
-workshops, surveys and literature review on sustainability dimensions
-development and measurement of KPIs
-specific suggestions for the update of EU related documents
-policy recommendations to support the sustainability of the new governance models
In the context of exploitation and dissemination, the results of the project have been disseminated through various channels to ensure broad visibility and impact. Key dissemination activities include: workshops and conferences, online presence through the project website and social media channels. A series of activities and actions took part, in order to move forward with the standardization processes. In addition, the market analysis was completed, examining the broader EU e-governance market along with its specific domains of interest for the project. inGOV’s exploitable assets and position in the market were delineated. A business and exploitation plan was developed for inGOV’s main exploitable assets and tested their financial sustainability, effectiveness and profitability. Also, a 5-year financial forecast was conducted for inGOV, where the expected growth and revenue calculated, alongside the expected costs.
Extended CPSV-AP Contributions: The project has contributed to the evolution of the CPSV-AP through active participation in the SEMIC CPSV-AP working group. This involvement has led to important extensions that address the complexities of modeling public services
Enhanced EIRA Framework: The project has proposed enhancements to the EIRA, emphasizing co-creation guidelines. This ensures that architecture principles support co-creative processes, reinforcing the project's goals
Pilot Implementations: Several pilot prototypes have been developed, including Croatian, Maltese, Austrian, and Greek pilots, each focusing on different aspects of IPS and leveraging enhanced CPSV-AP and other technical innovations
Comprehensive Market Analysis and Exploitation Plans: Delivery of market analysis and business models documents that outline the unique value propositions of the inGOV project’s assets, including the IPS Holistic Framework
Enhanced Public Service Models: Implementation of advanced public service co-creation models that incorporate stakeholder feedback and best practices from other related projects
With regards to the impact, the following impacts were achieved:
Improved Public Service Delivery: By fostering co-creation and interoperability, the project significantly enhanced the efficiency and effectiveness of public service delivery, benefiting citizens and public administrations, positioning it also at the forefront of digital transformation in the public sector
Stakeholder Engagement and Inclusion: The project’s methodologies and frameworks are designed to engage a broad spectrum of stakeholders, including vulnerable and disadvantaged groups
Economic Benefits: By streamlining public services and reducing administrative burdens, the project is expected to generate economic benefits through cost savings
Standardization and Interoperability: Contributions to CPSV-AP and EIRA frameworks facilitate standardization and interoperability of public services
Policy Recommendations: The insights and outcomes from the project provide guidelines for future IPS governance models and stakeholder engagement strategies
