EXCLUDED PEOPLE INTEGRATION BY THE USE OF TELEMATIC INNOVATIVE OPPORTUNITIES

Obiettivo

EPITELIO will develop and provide a telematics platform and tools to support individuals, agencies and networks concerned with the promotion of self-employment and teleworking to combat social exclusion in the EU. It will offer a wide range of resources and facilities related to specific areas of work also for such social groups as immigrants, young people, cultural, ethnic and other minorities with special focus directed towards women and children. The "self-help" services will include teleworking, training, teletrading, social contacts and support and a help desk to provide up-to-date information.

The objective of the EPITELIO project is to develop and validate with final users in a real world environment a World Wide Web and Internet based telematics/teleworking platform to support individuals, agencies and networks concerned with the promotion of self-employment and teleworking in the fight against social exclusion. It represents an innovative approach to social integration and reinforces other EU initiatives in the area of social policy. Improved access to the facilities and services offered via the EPITELIO platform will ensure that excluded individuals and the agencies working to support them will be better placed to develop their own solutions to some of the problems they face.

The geographical areas of work will be linked with urban areas of Manchester (GB), Madrid ,(ES), Barcelona (ES), Milano (IT), Navarra (ES) and the following rural areas: Madrid Region, Castilla la Mancha , Castilla y Leon (ES), Vendsyssel (DK), Limerick County (IE), Highlands (GB), Provence (FR), Ansart (BE), Macedonia (GR), Alentexo (P)

Pilot sites will be linked to the following organisations: Solidaridad para el Desarrollo y la Paz (SODEPAZ), Manchester Metropolitan University (MMU), Centro de Informacion y Comunicacion por la Cooperacion (PANGEA) and Trans European Rural Network (TERN). They will coordinate the actions with the intermediate users linked with their current activities as well as working with the end users linked with these activities. The work will be coordinated at the local level directly by the EPITELIO - Network consortium staff who will implement the project objectives by using the adapted technologies and the different participating social structures (neighbourhood centres, telecentres and a range of social agencies). The EPITELIO telematic platform will offer a wide range of resources and facilities related to specific areas of work such as immigrants, young school leavers, drug addicts, cultural and ethnic minorities, Acquired Immune Deficiency Syndrome affected, unemployed and handicapped people (on a geographic and economic basis). Within these areas a special focus will be directed to women and young people.

The main social objective, the fight against social exclusion, will be monitored as an on going process which will be completed with the support of a wide range of qualitative and quantitative scientific methods. The qualitative procedures will be based on personal and group in depth interviews as well as by the use of a participative methodology based on the direct cooperation with the actors involved in the fight against social exclusion.

The quantitative procedures will be based on the analysis of selected indicators and their corresponding trends (unemployment rates by areas of work whenever available, and more specifically, rates on the access to new information resources - the use of the telematic resources- by new users).
